    Description

    The purpose of this Request for Proposals (RFP) is to solicit proposals to enter into a contract with a qualified vendor to obtain Specific and Aggregate Stop Loss Insurance for the University of Utah Employee Health Care Plan and the University of Utah Transitional Health Care Plan, hereafter referred to as the "University." The University is examining several alternatives for providing this coverage and may decide, after reviewing proposals submitted, not to enter into any agreement. The qualified offeror will provide stop loss insurance for the University’s medical, pharmacy and mental health/substance use disorder coverage and offer a high level of service to the institution’s Human Resources’ benefits team, with a desire to partner with the University to provide cost-effective, cutting-edge ideas, technology and forward-thinking concepts in the future. The University of Utah currently offers self-funded health care plans to eligible individuals. A health plan census is included as Attachment B and health plan claims data is provided as Attachment C. Employee Health Care Plan – The university’s eligibility and enrollment rules are the same for all plan design options under the Employee Health Care Plan and are stated in the plan Summary Plan Descriptions. See page 54 (68th electronic page) of Attachment D, Advantage Plan Summary Plan Description. Although the SPD states employees must enroll within 30 days, the university provides an additional 60-day grace period for a total of 90 days. Covered services, coinsurance amounts and administrators under the Transitional Plan are the same as those in the Advantage Plan.
