    Description

    The City of Rancho Cordova, Public Works Department is soliciting Statements of Qualification (SOQs) from qualified firms to provide Stormwater Support Services. The Public Works Stormwater Program is responsible for operations and maintenance of the public drainage system, review of development project plans and drainage studies, compliance with the City's Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) Permit, California Department of Fish and Wildlife Routine Maintenance Agreement (RMA), implementation of drainage Capital Improvement Projects, floodplain management, and other related work.

    The City of Rancho Cordova relies on various consultants to serve as an extension of staff in the implementation of stormwater work, managed by city staff. The scope of work will require either a full service consultant or multiple consultants that specialize in one or more of the services necessary for the implementation of stormwater and drainage work. The firm(s) should have extensive knowledge of the County of Sacramento Improvement Standards and Construction Specifications, NPDES MS4 and California Construction General Permit (CGP) requirements, California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) requirements, and other regulatory standards.

    Q (Pages Limit Clarification): We wanted to confirm our understanding regarding the page limit for the RFP response. We are aware that the total page limit specified is 10 pages. However, we are considering submitting responses for more than one subcategory, and we would appreciate some clarification on how the page limit applies in this case. Could you please advise whether the 10-page limit is intended for all subcategories combined, or if we are allowed 10 pages for each subcategory we respond to? Thank you for your assistance, and I look forward to your response.

    A: The 10-page limit applies to the overall response, which includes any subcategories that the bidder wants to respond to.


    Q (Section 5.6 QUALIFICATIONS OF PROPOSED STAFF): Regarding the instructions about providing a brief summary of the qualifications and experience for each team member. The instructions mention that this summary should preferably not exceed one page per team member. Could you please clarify whether this means that each individual’s resume should be limited to one page, or if the one-page limit specifically refers to the brief summary we are to include in our response section? Your guidance will help us ensure our submission aligns perfectly with your expectations. Thank you in advance for your clarification!

    A: In the response, it would be beneficial to mention highlights of each team member's experience while keeping in mind the overall 10-page limit for the brief summary portion. Resumes in the appendix may exceed one page, but they should be kept close to the one‑page limit when possible.

    Q (No subject): Several of the projects listed in the Five-Year Capital Improvement Program Plan for Stormwater are “Drainage Credit” projects. Can you please describe the scope of work that this type of project consists of? Are these simply credits to be issued to the developer upon completion, or will there be a need for the consultants to support the Public Works Department to ensure that regional facilities are built per the drainage impact fee credit agreements?

    A: This RFQ is unlikely to include work related to the Drainage Credit projects.


    Q (Key Staff Resumes): With this being an On-Call we are featuring many team members to show our depth of resources. Are you wanting resumes for all staff or is just Key Staff acceptable? Thank you.

    Q (Reference Letters): Do our subconsultants need to provide Reference Letters or just the Prime?

    A: If a subconsultant or subconsultants are used for qualification for a subcategory, they should also provide a reference letter.


    Q (No subject): Section 5.4 of the RFP requests references for our three project descriptions. Section 5.8 requests three letters of reference. Are those letters of reference to come from our project references? Or are these three additional references, unrelated to our projects provided in section 5.4?

    Q (No subject): In section 5.7 of the RFP the City asks that we “Include a proposed schedule to accomplish all of the required tasks within the desired timeline.” Does the City have an expected timeline for these services?

    A: The following services are likely to be requested on a regular monthly basis. + Stormwater Quality - Inspect active private construction sites to ensure compliance with the City’s Erosion and Sediment Control requirements and the State’s Construction General Permit. + Drainage Services - Provide technical review of drainage studies, models, or improvement plans prepared by other engineers. + Environmental Services - Nesting bird surveys on drainage open waterways and documents associated with the City's Routine Maintenance Agreement with the California Department of Fish and Wildlife. + Other tasks would be assigned on an as-needed basis.


    Q (PE Stamping Responsibility): Will the City provide a Professional Engineer (PE) to review and stamp plans and drawings, or is the consultant expected to provide a PE to review and stamp all plans and drawings prepared under this contract?

    A: No. The consultant shall provide the PE, and it will be their responsibility to review and stamp all plans and drawings requested under this contract.


    Q (Inclusion of Graphics and Tables in Page Limit): Are graphics, tables, and org charts included in the 10‑page limit?

    Q (Font Size Requirements): Can the City confirm whether an 11‑point font minimum is acceptable for all proposal text, including tables, figure captions, headers, and footers?
