    Description

    The City of Carson (“City”) is seeking proposals from qualified providers to analyze, form, and implement a City-managed street lighting and landscape district to transition administration of existing County-managed services to the City. The objective is to ensure uninterrupted service delivery, maintain financial stability, and establish long-term standards, policies, and procedures tailored to Carson’s operational and community needs.The initial phase will focus on transitioning the existing County-managed Carson Zone and conducting Proposition 218 balloting for properties within the current district footprint.Carson’s street lighting system currently operates under two distinct County programs: County Lighting Maintenance District No. 1697 (“CLMD 1697”), which supports operations and maintenance activities and certain property tax allocations, and County Lighting District LLA-1, governed by the Landscaping and Lighting Act of 1972 and subject to Proposition 218 requirements. While the consultant will address both districts operationally, all assessment engineering, benefit analysis, noticing, and balloting requirements apply specifically to LLA-1. Future phases, at the City’s discretion, may include infill annexations, inclusion of additional benefited properties, reconciliation of lighting assets currently funded by the General Fund, and expanded community outreach efforts.This solicitation may result in a single award or multiple awards, at the sole discretion of the City, based on proposer qualifications, expertise, capacity, and the City’s evolving needs. The City reserves the right to divide the scope of work into separate components and may award all or part of the work to one or more consultants, as determined to be in the best interest of the City. The City anticipates awarding within 90-180 days of the proposal deadline; however, additional time may be required to complete a thorough evaluation and negotiation process.
