Little Water Recycling Facility. All suppliers intending to bid must be prequalified before submitting a proposal for this Project. The pre-qualification process will consist of two parts: 1. Review of vendors’ Statement of Qualifications (SOQ), and 2. pre-qualification testing. This solicitation is only to request SOQs. Based on a review of the SOQ’s, a short list of Suppliers may be selected to participate in the subsequent solicitation for pre-qualification testing. It is imperative that prospective bidders complete the prequalification questionnaire in its entirety, provide all requested documentation, and receive approval from West Basin to be included on the final list of qualified bidders. Bids from suppliers that have not complied with these requirements will not be considered.
The completed prequalification questionnaire must be submitted no later than 2:00 pm on Tuesday, May 26, 2026, at which time electronic submissions will be opened. Suppliers may be advised of any omissions and given an opportunity to address them and will be notified regarding their prequalification status prior to the project’s bid advertisement.
West Basin owns several water recycling facilities that are operated by contract operator. The Phase IV Microfiltration (MF) system at the Edward C. Little Water Recycling Facility (ECLWRF) is a pretreatment for reverse osmosis systems. The MF membranes have reached the end of their life and need to be replaced. The microfiltration membrane supplier (herein called Supplier) shall provide qualifications in accordance with the requirements specified herein.
The supplier must provide proof of experience supplying municipalities with the same product proposed within the last 3 years. The proof of experience can be but not limited to piloting and operational performance data, including feed and product water quality. Two reference facilities will be provided to West Basin. Each shall be a U.S. municipal facility for wastewater treatment, have a minimum plant treatment capacity of 3 mgd, and be clearly identified in the SOQ with contact information.
Suppliers must provide total installed capacity of the proposed pressurized microfiltration/ultrafiltration product in the United States.
Supplier will provide product literature and dimensional drawings to confirm they can provide a module that allows for direct replacement into the Phase IV submerged membrane filtration system located at the Edward C. Little Water Recycling Facility without significant modifications to the existing system.
Supplier will provide contact information for the Local Support Office that would be the point of contact for West Basin or its representatives.
In addition to demonstrating that it meets the minimum requirements, Respondent shall affirm that it meets the minimum requirement by confirming below to agree to the following statement:
“I certify that I meet the minimum requirements of this solicitation.”
Respondent’s Proposal may be deemed non-responsive if these minimum requirement(s) are not met. The minimum requirements are defined in the Scope of Services.
