    Description

    The New York State Department of Transportation (NYSDOT) is assisting STV Incorporated in the selection and retention of a Subcontractor to perform Subsurface Exploration for the Consultant and State Design Team under Contract No. D041228-01 PIN 5011.36 The selected Subcontractor shall be solely responsible for providing all labor, operators, materials, machinery, tools, and equipment related to drilling for soil and rock samples for Subsurface Exploration for NYSDOT at bridges BIN 1034750 NY Route 93 Over Tonawanda Creek and BIN 1034770 NY Route 93 Over Murder Creek. This project will collect soil and rock samples and associated data at the locations noted in the Contract. All work, equipment, and procedures shall meet, at a minimum, the requirements of the NYSDOT Standard Specifications, regulations, directives, guidelines, policies, procedures, manuals, and all applicable laws. The scope of the Subsurface Exploration includes, but is not limited to: Drilling for Soil and Rock Samples: The Subsurface Exploration Program includes borings at NY93 at Tonawanda Creek and NY93 at Murder Creek as per the Contract documents. Work Zone Traffic Control: Develop, obtain applicable permits, and implement Work Zone Traffic Control in accordance with NYSDOT Standard Specifications, regulations, directives, guidelines, policies, procedures, manuals, and all applicable laws. Coordination and Project Deliverables: Coordination with STV representatives and inspectors. Facilitation of the Subsurface Exploration Program at the direction of STV and NYSDOT. Delivery of soil and rock samples to the NYSDOT Required Experience: The Subcontractor (and their personnel) shall be thoroughly knowledgeable, trained, and experienced in the safe conduct of drilling operations for sampling of soil and rock in accordance with all applicable NYSDOT standards, specifications and State laws. The BID package explains in more detail the nature of the work, requirements, and conditions needed to successfully complete this assignment. Schedule: This project is anticipated to be performed during Spring 2026, weather and other conditions permitting. Prime Contract: STV has a prime contract with NYSDOT, Contract No. D041228-01. All applicable provisions of the prime contract apply to the subcontract. STV reserves the right to reject any and all bids, to waive any and all informalities, to invite new bid proposals, and to disregard nonconforming, non-responsive, or conditional bids. Bid Documents: Interested firms may obtain a copy of the Bid Package. Deadline: Proposals prepared in conformance with the Bid Documents shall be accepted until 10 AM (Local Time), April 16, 2026 in the office of STV Incorporated, Empire State Building, 350 Fifth Avenue, 10th Floor, New York, NY 10118, or via email at Joseph.Alonge@stvinc.com. The bidder shall include a detailed proposed schedule, outlining all major milestones and deliverable dates, as part of the bid submittal. Bid Letting: Signed proposals must be received by 10 AM (Local Time), April 16, 2026. Proposals received after the deadline will not be accepted. No bid information or interpretations will be provided orally; all must be by written addenda sent out at least three (3) days before bid submission. The award of the contract will be made within three (3) calendar days after receipt of bids, subject to final approval by NYSDOT. Procurement Compliance: Under the State Procurement Act, all communications regarding advertised projects are to be directed to the Contract Management Bureau’s Designated Contact: Mr. Joseph Alonge, STV Incorporated. Until a contract is approved, communication with any other NYSDOT or STV employees concerning this project is prohibited unless directed otherwise by the Office of Contract Management. Communications made contrary to this policy and deemed an attempt to influence the outcome may result in disqualification.
