Instructions for submitting questions and proposals are included in the ET-7422 Supplemental Insurance Guidelines and Attachments A-G, and additional information attached below.***All required documents are found on ETF’s website here https://etf.wi.gov/node/44961 The purpose of this Invitation to Negotiate is to solicit proposals from interested and qualified vendors that possess the resources and expertise to administer the employee-pay-all supplemental dental insurance plan for plan years 2027-2029. The Wisconsin Department of Employee Trust Funds (Department) administers the Wisconsin Retirement System (WRS), the Group Health Insurance Program (GHIP) for State Employers and many Local government entities, and a variety of other public employee benefit programs. The WRS has consistently ranked among the top 10 largest public pension funds in the U.S., providing retirement benefits for more than 652,000 current and former State and Local government Employees and their families on behalf of approximately 1,500 Employers. Participants in the WRS include public school teachers, current and former Employees of State agencies and the University of Wisconsin system, and Employees of most Local Governments. The Department is overseen by independent governing boards and funds are held on behalf of the benefit program beneficiaries in the Public Employee Trust Fund created and regulated under Chapter 40 of the Wisconsin State Statutes. The Department intends to use the results of this solicitation to award a contract for supplemental dental insurance. The contract will be administered and managed by the Department, with oversight by the State of Wisconsin Group Insurance Board (Board). The ET-7422 Supplemental Guidelines, including Attachments A-G, and the awarded proposal will be incorporated into the contract. The Department expects the contract to be executed in May 2026, after contract negotiations have been successfully completed. The contract term will be three years, from January 1, 2027 through December 31, 2029. The deadline for receipt of proposals for this solicitation is 2:00 p.m. CST on January 30, 2026. Submit proposals electronically to: ETFSMBProcurement@etf.wi.gov. Late submissions may not be considered. ET-7422 Supplemental Guidelines detail the procedures proposers must follow to submit a proposal and the minimum requirements that proposers must meet to be eligible for consideration. This solicitation is authorized under Chapter 40 of the Wisconsin State Statutes. All decisions and actions regarding this solicitation are solely under the authority of the Board. Procurement statutes and rules that govern other State of Wisconsin agencies may not be applicable. Any news releases or release of broadcast e-mails pertaining to this solicitation, any resulting contract, or the acceptance, rejection, or evaluation, or review of vendor proposals shall not be made without the prior written approval of the Department.
