    Description

    Charlottesville Area Transit (CAT) is seeking proposals from qualified staffing and workforce solution providers to support the agency’s public transportation operations through comprehensive recruitment, hiring, and workforce management services. CAT is looking for a strategic partner capable of supplying skilled and reliable personnel across a variety of operational and administrative roles, including Transit Technicians, Maintenance Workers, Bus Operators/Drivers, Inventory Specialists, and Administrative Support staff. The selected contractor will assist CAT in maintaining a safe, efficient, and dependable transit system by delivering high-quality staffing services that align with CAT’s operational standards and workforce needs.

    The scope of services includes temporary staffing, temp-to-hire placements, and direct hire recruitment for positions based on CAT’s established job descriptions. For temporary placements, the Contractor will be responsible for the full staffing lifecycle, including recruitment, candidate screening, background investigations, drug and alcohol testing where applicable, onboarding, payroll administration, and ongoing workforce management. CAT seeks a vendor with demonstrated experience supporting public agencies or transportation organizations, particularly in recruiting for safety-sensitive and technically skilled positions.

    Charlottesville Area Transit (CAT) is a locally owned and controlled fixed-route bus transit system serving the City of Charlottesville and Albemarle County, Virginia. Located along the Rivanna River in Central Virginia, Charlottesville is approximately 99 miles southwest of Washington, D.C. and approximately 72 miles northwest of Richmond. Charlottesville has a land area of approximately 10 square miles and an estimated population of 46,553 people (2020, U.S. Census Bureau). The City is the seat of government of Albemarle County and is also home to the University of Virginia (UVA).

    CAT provides local bus service within Charlottesville and parts of Albemarle County. The City of Charlottesville manages, operates, and maintains the transit system through CAT.
