The City of Visalia Purchasing Division is soliciting Bids for one (1) custom manufactured bomb response vehicle for use by the Visalia Police Department (VPD). The successful bidder shall be responsible for providing all services and products necessary to fulfill the requirements of this Invitation to Bid and deliver the required vehicle to the City of Visalia on or prior to February 26, 2027. Bidder Eligibility: To be considered eligible to bid, the Bidder must be awarded ISO 9001:2015 certification and must include a copy of their certification certificate with bid response. ISO certification must be for design, fabrication, integration, upfit and retrofit of emergency response and commercial specialty vehicles. Additionally, the ISO certificate must list the full address of all facilities that are covered by the certification and the vendor will be required to build the vehicle at the listed facilities. No exceptions to any of the ISO requirements. Bids will only be accepted from authorized Dealerships who are officially recognized by the manufacturer as an authorized Dealership of their vehicles. City will not accept bids from third party bidders. Federal Funding: This project is supported, in whole or in part, by the FY2024 State Homeland Security Grant Program (SHSGP) federal award number DHS-24-GPD-067-00-98. The City of Visalia is a subrecipient of the award through Tulare County’s Office of Emergency Services under subaward 2024-0088 and CAL OES award 107-00000 & 031-00000. The City was awarded a total of $431, 671. All Federal procurement requirements provided in 2 CFR Part 200 shall be in effect. 2 CFR Part 200 link: https://www.ecfr.gov/current/title-2/subtitle-A/chapter-II/part-200?toc=1 Due to the grant funding deadlines, this bid is for the Bomb Response Vehicle only which is phase 1 of the bomb response truck. A second bid will be done at a later date for phase 2, which is the custom upfitting of the vehicle. The City must take possession of the vehicle (phase 1) prior to February 26, 2027. Contract Dates: Tentative date of award: June 15, 2026. Contractor must be able to begin the work as described within this bid upon receipt of the City’s Notice to Proceed, issued in writing by the Purchasing Department. Performance and Payment Bonds: Awarded Bidder shall provide the City of Visalia with a performance bond and a payment bond, each in the amount of 100% of the contract amount to guarantee delivery to Visalia, CA by February 26, 2027.
