The primary goal of this procurement is to acquire a surveillance camera system that will allow the office to support its mission at the most advantageous cost and not include ongoing reoccurring costs beyond initial procurement.
The NCWC site joins our primary Redwood City office location and our second satellite location in Half Moon Bay. We are looking for a partner capable of delivering a modern, scalable system that meets the rigorous security standards necessary for a high-volume financial collection environment.
The Treasurer-Tax Collector is dedicated to courteously providing the highest level of customer service in an efficient, consistent and professional manner while providing accurate information, collecting property taxes, investing responsibly and safeguarding taxpayer dollars for the residents of the County.
In order to support our general mission in this new space, the TTC through this RFP is seeking for qualified proposers to submit bids for a surveillance camera system that accomplishes the following goals:

Updates have been made to the Scope of Work based on job site walk through visit conducted on March 10, 2026. Please review current scope of work to view additional details and clarifications regarding camera type requirements and clarification on overall project GC's string and ring plans.
This section will entail the review of how proposer will meet the requirements of the Scope of Work, supported with relevant feedback. This section will score submitted response to Technical Proposal, section 3.1 & 3.2.
Review of the submitted response to section 1 of the Minimum Qualifications responses and Technical Proposal section 3.3 and relevant information provided by the proposer.
Competitive pricing for the proposed scope of work, including clarity and completeness of the cost breakdown. This section will review the submitted response to Pricing Proposal.
Where price is not the sole evaluation factor for a solicitation (e.g., in the case of a "best-value" solicitation), five percent (5%) of the total evaluation points awardable will be added to the proposal score for each Local Business or Local Non-Profit score for evaluation purposes. In the event of a tie between a Local Business or Local Non-Profit and another bidder, the Local Business or Non-Profit shall be awarded the Contract, assuming agreement on other contract terms.
An additional three percent (3%) preference shall be given to a Local Business or Local Non-profit (for a total of eight percent (8%) of total points awardable) if the proposer is a Small Business or Small Non-Profit, or an additional 5 percent preference (for a total of ten percent (10%) of total points awardable) if the proposer is a Micro Business or Micro Non-Profit.
Agree to the County Contract template with no requested revisions or additions to the terms and conditions. (See Attachment B)
It is the expectation that an agreement will be entered into with no exception as presented in the draft document. Do not complete a draft contact at this time, successful proposer will work with Procurement Contact to complete a final version. The Scope of work will serve as foundation to Exhibit A and the Pricing Proposal will serve as the foundation to Exhibit B.
Confirm prior to submitting RFP response that the Pricing Proposal Table has been fully completed.
Any omissions or additions, please explain/provide in response to the Written Statement of Work as a separate attachment.
