    Description

The City of Anaheim ("Anaheim") Public Utilities Department ("APU") seeks proposals for Systems Integration Software Solution and Services.

The solution should be software with no-code / low-code application and interface development capability and a queuing / message broker platform to securely integrate disparate information systems and databases, primarily on-premises. The solution should be capable of calling or being called by web services, accessing databases, parsing data files, performing programming logic and data manipulation, transferring files, sending emails, and other functions.

The solution should also include annual maintenance and support service to provide software updates and technical support.

Services should include training, installation and configuration, consultation on design and architecture, development, and project support as well as optional as-needed professional services.

    Background

APU provides electric and water service to approximately 340,000 residents and 15,000 businesses located in Anaheim. In delivering these services, Anaheim operates and maintains various information systems that need to share data and integrate with one another. Please see the Project Documents Introduction section for additional background on Anaheim's existing systems integration software and need for this procurement.

    Evaluation Criteria

    • Ability of Respondent's Proposed Solution to meet Anaheim's requirements. (45 pts)

Ability of Solution to meet the requirements in the Solution Requirements spreadsheet (in Respondent Questionnaire section) and able to be used to develop Anaheim's Integrations in the Integrations Inventory spreadsheet (in Attachments section).

    • Respondent’s proposed approach, methodology, or work plan, including understanding of Project objectives, and ability to address key challenges within the required scope. (10 pts)
    • Respondent’s experience and past performance providing solution and similar services, including demonstrated success on comparable projects, adherence to schedules, and overall contract performance. (7 pts)

Anaheim may contact the references provided by the respondent to verify past performance, including the successful completion of comparable projects, adherence to schedules, overall contract performance, how well solution meets needs, and maintenance and support satisfaction.

    • Respondent’s ability to meet Project timeline schedule and requirements, including allocation of sufficient resources for Project. (4 pts)
    • Qualifications, expertise, and availability of key personnel assigned to the Project, including specific roles, and relevant project experience. (4 pts)
    • Overall costs, including pricing structure, cost-effectiveness, and reasonableness in relation to the required Solution and Scope of Services. (20 pts)
    • Respondent’s compliance with RFP requirements, including completeness of the proposal and nature/quantity of exceptions taken to Agreement terms, particularly standard Insurance & Indemnification. (10 pts)

    Submission Requirements

    • Respondent Identification & Company Overview
    • Legal name (and DBA, if applicable), state of incorporation, entity type, Federal Tax I.D. number, phone number, and address for formal notice of the entity that would be Anaheim's contracting party ("Respondent"). (required)

Please provide the information for the entity that would be the named contracting party (not a dba). Separate each answer component with a semicolon.

    • Name, title, email, phone number, and business address of the individual who is submitting this proposal ("Submitter") on behalf of Respondent. (required)

Please separate each answer component with a semicolon.

    • Name, title, and email of Respondent's Signatory for purposes of electronic signature if an Agreement were ultimately awarded to Respondent. (required)

If this person is the same as Submitter, please state "Same as Submitter."

    • Provide a brief overview of Respondent, such as its core products and services, history, and mission. (required)
    • Systems Integration Software Solution
    • Describe Respondent's proposed Solution. Describe the Message Broker and Application / Interface / Integration Development tool(s) and platform. (required)
    • Is Respondent's Solution proposal for on-premises software? On-premises is a requirement. (required)
    • Describe how the Solution software is licensed? (required)

Is it perpetual licenses with annual maintenance (preferred) or Software as a Service (SaaS) (not preferred)?  Are licenses based on server processors?  If so, what is Respondent's definition of processor?

    • How are processor license requirements calculated when running the Solution software on virtual servers? (required)

Anaheim would like to run the Solution software on virtual servers (virtual machines (VMs)). If licenses are based off processors, are license requirements calculated using virtual processors (vCPUs) assigned to the VMs running the software or on the underlying physical processors in the host hardware? The latter deters running the software in a virtual environment.  If based on physical processors, will Respondent agree to allow licensing based on virtual processors (vCPUs) only and not physical in the resulting agreement with Anaheim?  Type "N/A" if the software is not licensed based on processors.

    • Respond on Solution Hardware Requirements. (required)

Please comment on Anaheim's assumption on Server Hardware Resources stated in the Solution Requirements section for suitability on running the Solution software to meet Anaheim's needs.  Advise if Respondent recommends other resources or architecture.

    • Complete the Solution Requirements worksheet. (required)

Download the Solution Requirements spreadsheet, respond if the Solution meets the specified requirements, and upload the saved spreadsheet.  Provide an explanation in the Respondent Notes column if the Solution does not meet a requirement or requires qualifying information.

    • Describe Maintenance and Support Services. (required)

Describe how Respondent provides maintenance and support services. What are Respondent's service levels?  Provide response and resolution times based on level of severity.  Does Respondent use artificial intelligence (AI) bots or off-shore resources for providing support? What is the escalation process?

    • Project Understanding & Proposed Approach
    • Describe Respondent's understanding of the Project scope and objectives. (required)

Explain how Respondent’s core services, expertise, and capabilities will enable the successful completion of the Project.

    • Review APU's Integrations Inventory spreadsheet.

Please download and review APU's Integrations_Inventory.xlsx spreadsheet below.  The next question will ask about your approach to co-developing integrations in the spreadsheet.

    • Described Approach on Co-Development Tasks. (required)

The Implementation Services includes a set of tasks to co-develop approximately 11 APU integrations with Anaheim staff (Required Integrations Co-Development).  Respondent will play the lead role in the development and show Anaheim staff how the development is done using the Solution. Please share your proposed approach on this joint effort?

Respondent may also optionally propose co-developing additional integrations in the spreadsheet, including all of the remaining integrations, that Anaheim may consider (Optional Integrations Co-Development).  Is Respondent proposing to co-develop Optional Integrations?  If so, describe the proposed approach on these, considering work process efficiency (e.g.: developing on its own and only reaching out to Anaheim on access to third-party systems from Solution, and then holding knowledge transfer sharing sessions with Anaheim when complete).

Be sure to include the Required Integrations and any Optional Integrations to be Co-Developed in the Pricing Proposal spreadsheet (in Respondent Questionnaire).
