Project: Town of Concord Sewer Districts Improvements Project CWSRF Project No. C9-6707-01-00 General Project Description: The Town of Concord operates the Craneridge (Sewer District No. 1) and Kissing Bridge (Sewer District No. 2) sewer districts. The two sewer districts are located at the north end of the Town in the vicinity of the Craneridge Subdivision and the Kissing Bridge Ski Resort (10296 State Rd, Glenwood, NY 14069). Historically, each sewer district operated their own respective wastewater treatment plants (WWTP) that discharge treated effluent into the West Branch of Cazenovia Creek. The Town has experienced operational and treatment issues related to the ageing infrastructure and low flow rates from the sewer districts to their respective WWTPs. Phase I of the project recently completed the demolition of the Kissing Bridge WWTP and construction of a pump station and forcemain to pump wastewater to the aged Craneridge WWTP. Phase II of the project is intended to construct a single replacement WWTP to serve both the Craneridge and Kissing Bridge sewer districts. This phase of the project is proposed to include the construction of the WWTP, demolition of the existing WWTP, and perform repairs to the Craneridge collection system. The Town of Concord has received some financial assistance toward the project, including the EPA Community Grant, from Environmental Facilities Corporation (EFC) through the New York State Clean Water State Revolving Fund (CWSRF). The WWTP has reached the end of its useful life and is in need of replacement. Replacing this WWTP with a single modern WWTP will allow for the wastewater to be effectively treated and sized for both sewer district’s water usage. After construction of the WWTP is complete, the existing WWTP will be properly decommissioned, and the sites will be restored to a more natural field or lawn state as applicable. A project location map showing the extent of the sewer districts and locations of the existing WWTP and pump station is included. General Scope of Work: 1) Provide Construction Observation Services: a. A Construction Observer should be onsite at all times during active construction to note the progress of the work and to determine its compliance with the contract documents. The Construction Observer will also take measurements and create sketches as necessary to prepare record drawings of any improvements based on site observations. The Construction Observer will keep a daily log book recording visitors to the site, conflicts arising during construction, conversations with the Contractor, Engineer and/or Owner, quantities installed and other significant activities at the site. b. A Construction Observer will also be required to be available to attend project meetings with the Contractor, Owner and/or Engineer throughout the duration of the construction contract. c. The measurement and record log information shall then be provided to MDA Consulting Engineers, PLLC for creating record drawing information for the Town of Concord. d. Depending on the number of crews utilized by the Construction Contractor, more than one Construction Observer may be needed at any given time. 2) Provide Certification of Construction Observation: Any Construction Observation shall be performed by an individual operating under the authority and supervision of a Professional Engineer, Licensed within the State of New York. Any Construction Observers must also meet these additional requirements: - A minimum of 1,000 hours of previous experience performing construction observation on construction projects of similar nature - A general knowledge of gravity sewer and WWTP construction materials and methods Please provide any additional relevant certifications that the proposed personnel may hold. Proposal Requirements: 1) Proposals shall provide an hourly rate per Construction Observer for performing Construction Observation Services as described in the General Scope of Work above. It is estimated that approximately 2,000 hours of Construction Observation will be required through the duration of this contract. This number should be used as an order of magnitude value only and is not meant to be binding in any way. 2) The preliminary project schedule outlines construction of this project taking place during the 2027 to 2028 construction seasons (May to November). If the rates for Construction Observation would be subject to change over this time period, separate rates must be provided for each year in the proposal.
