Tank Rehabilitation Phase 2 - Kerlick Elevated Storage Tank

New Braunfels Utilities (“NBU”) invites the submittal of responses to this Request for Proposals (“RFP”) from qualified firms interested in providing construction services in connection with the construction of the Tank Rehabilitation Phase 2 - Kerlick Elevated Storage Tank (the “Project”).

The Project has been designed by Freese and Nichols, Inc. The Project is anticipated to include some or all of the following items within its scope: (i) full rehabilitation of the interior and exterior coating systems, including structural repairs and appurtenance replacement for the existing Kerlick 0.75 million gallon (“MG”) steel multi-leg elevated storage tank; (ii) civil site improvements including overflow routing, altitude valve, gates, and fencing; (iii) electrical and instrumentation improvements and heat tracing; (iv) storm water pollution prevention plan; (v) site restoration; and (vi) all other appurtenances necessary to complete the Project.

Responses are solicited for this service in accordance with the terms, conditions, and instructions set forth in this RFP.

Submission Requirements

• Proposal Requirements (required) —

  The Cost of the Work. (weighted at 50%).

   

  Proposed Schedule/Contract Time. (weighted at 30%).

   

  Overall Qualifications, Reputation, Past Relationship with NBU and Public Owners.  This includes the qualifications, reputation, capability, safety record, financial capability, and contractor’s past relationship and experience with NBU or other public entities (weighted at 10%).

   

  Past Performance on Similar Projects. The qualifications, reputation, capability and past performance of the contractor and the contractor’s subcontractors and suppliers (to the extent identifiable at the time of proposal submission) on improvement projects of similar size and scope (weighted at 5%).

   

  Available resources to complete the Project. This criterion would include personnel, resources and methodologies commonly used by your firm that may be applicable to the project categories (weighted at 2.5%).

   

  The Contractor’s corporate history and stability. This criterion includes the historical stability, corporate structure, history of litigation or arbitration, and a statement of any liquidated damages that have previously been withheld by public owner clients of the Offeror on projects in the last five (5) years and references. (weighted at 2.5%).

• Bid Bond (required) —

  Each bid shall be accompanied by a bid bond, in the amount of XXXXXof the total bid price, payable toNew Braunfels Utilities, as a guarantee that the bidder, if its bid is accepted, will promptly execute the Agreement. The bidder shall guarantee the total bid price for a period of 60 days from the date of the bid opening.

• Contract Execution, Payment Bond, Performance Bond, and Certificate(s) of Insurance (required) —

  The contract shall be executed by the successful bidder and shall be returned, together with the Payment Bond, Performance Bond and Certificate(s) of Insurance to New Braunfels Utilities so that it is received within 14 working daysafter the bidder has received the contract for execution. Failure to do so shall be just cause for forfeiture of the proposal guaranty.
