All dates stated and configured for this project are currently placeholders only, and will be updated once the procurement has been officially released.The Metropolitan Transportation Commission (MTC) is seeking to hire a consultant to support work on the Equity Priority Communities (EPC) Framework Evaluation and Support Project, with a potential to proceed to Phase 2 Implementation following the Evaluation. The EPC Framework Evaluation in Phase One will critically examine the existing EPC Framework, assess its performance across key functional and equity dimensions, and collaboratively identify limitations and opportunities for improvement. Through stakeholder engagement, data review, and community-informed analysis, the project will develop a set of potential conceptual frameworks that more effectively advance regional equity and better serve the Bay Area’s historically underserved communities.NOTE: A potential second phase of the EPC Refresh initiative may proceed based on the findings and recommendations developed in Phase One and is contingent on MTC’s available capacity and a formal notice to proceed. If authorized, this phase could focus on translating the conceptual directions from Phase One into a usable framework and associated tools. Work may include continued stakeholder engagement, operational development of a draft and final EPC Framework, creating visual tools and supportive documentation, and outlining an implementation roadmap. This potential scope is illustrative only; MTC retains full discretion to modify the approach and may procure separate or additional consultant support for any implementation activities or subsequent tasks.
