    Description: The Request for Qualifications (RFQ) is posted at https://www.p12.nysed.gov/compcontracts/compcontracts.html. To implement the provisions of Education Law §3012-d as amended by Chapter 59 of the Laws of 2019 relating to annual professional performance reviews ("educator evaluation") of classroom teachers and building principals, the New York State Education Department (NYSED) is soliciting applications for Principal Practice Rubrics that will assess the performance of principals that align with the New York version of the Professional Standards for Educational Leaders (PSELs) that will measure principal practice for use in the Required Principal School Visit subcomponent, and/or the Optional Principal School Visit subcomponent. THIS SOLICITATION WILL NOT RESULT IN A CONTRACT WITH THE NEW YORK STATE EDUCATION DEPARTMENT. Through this RFQ, New York State seeks to build an “Approved Principal Practice Rubric Variance List” through which LEA or other entity can develop and qualify for the Required and/or Optional Principal School Visit subcomponent(s). NYSED will use the objective criteria specified within this RFQ to review such applications for inclusion on the list of approved rubric variances for the purposes of APPR. All submitted rubrics that meet the criteria specified in this RFQ will be included on the applicable list. The list will be maintained by NYSED and will indicate approved rubric variances that may be employed by LEAs for use in teacher and principal evaluations. No funding is directly associated with this application for approval. The list will be updated on a rolling basis. On a continual basis, there is the opportunity for applicants to demonstrate that their submitted rubric meets the requirements for inclusion on the list. Assessments may be removed from the approved list for cause (or upon request by the provider). Please note: all rubrics approved for use with Education Law §3012-d under RFQ #25-001b are available for use with Education Law §3012-d as amended by the Laws of 2019. Rubric providers seeking to have one or more rubrics placed on the Approved Principal Practice Rubrics Variance list after the release of RFQ #25-001b, or rubric providers who wish to resubmit a previously approved rubric for future variance, must apply to this RFQ in order to be approved for use under Education Law §3012-d as amended by the Laws of 2019.
