    Description

    SUNY College of Technology at Alfred intends to make an award under our discretionary authority, pursuant to NYS Education Law §355(5)(a), which is up to $125,000 for Telemental Health Program Services. Alfred State College is seeking proposals for Academic Year 2026-27 from vendor(s) who can provide Clinical Services (100 Tele-Psychiatric sessions) for a minimum of 3,200 students. We seek to have this agreement in place from July 1, 2026 to June 30, 2027. Questions related to this procurement are due to crissk@alfredstate.edu no later than June 12, 2026 at 12:00pm. Responses will be provided no later than Thursday, June 18, 2026. A sealed bid will not be held. If you are interested in providing a proposal for the above product, you must submit electronically via email to the designated Campus contact in this advertisement. This procurement is subject to NYS Finance Law (“SFL”) §§139 -j & -k, also known as the Lobbying Law, therefore, vendors are cautioned that the only permissible contact for this procurement is the individual(s) listed below. Contacting any other individuals in connection with this advertisement may constitute a violation of SFL. Failure to comply with this requirement can range from no contract award to debarment from sales to any NYS agency. Please refer to the Office of General Services website at http://www.ogs.ny.gov/aboutOgs/regulations/defa_ultSFL_139j-k.asp for more information of the Lobbying Law. The successful contractor will be required to submit applicable documents related to Vendor Responsibility, NYS SFL §§139 -j & -k and NYS Tax Law Section 5-a. The successful contractor will be required to submit valid and current NYS Workers’ Compensation and Disability forms. By submission of this bid, each bidder and each person signing on behalf of any bidder certifies, and in the case of a joint bid each party thereto certifies as to its own organization, under penalty of perjury that the bidder has and has implemented a written policy addressing gender-based violence and the workplace and has provided such policy to all of its employees, directors and board members. Such policy shall, at a minimum meet the requirements of subdivision 11 of section five hundred seventy-five of the executive law. Under State Finance Law §139-m(3), a bid shall not be considered for award if it does not comply with §139-m(1). However, if a bidder cannot make the certification, the bidder may submit, with its bid, a signed statement detailing the reasons it cannot certify. SUNY will review any such statement and retains discretion to reject the bid. Bids that include neither the certification nor a timely signed explanatory statement will not be considered. A corporate Bidder’s bid containing the §139-m certification is deemed authorized by the Bidder’s board of directors, and such authorization includes the signing and submission of the bid and inclusion of the certification as the act and deed of the Bidder. In response to this Section, complete and submit Attachment XX: New York State Finance Law §139-m Certification with your bid/proposal.
