    Description

    INTENT: This Quote is to result in a waste materials disposal site for the City & Borough of Juneau (CBJ or City). Disposal materials may include soil (rocky, muddy and/or grassy), trees, tree stumps, brush, wood chips, snow, and concrete that may contain rebar. There will be no disposal of asphalt or painted wood. City owned trucks will deliver the waste materials to the disposal site by five (5) and ten (10) yard loads. The primary user is the CBJ Engineering/Public Works; Streets and Fleet Maintenance Division, and occasionally other CBJ Departments. SUBMISSION INSTRUCTIONS: Timely responses are accepted via Electronic Submission* at Public Purchase the CBJ’s eProcurement Provider. Late responses will not be accepted. Contractors who successfully register may submit a response by doing the following: Access the solicitation online at Public Purchase and complete pricing for the line item listed. Completeonline acknowledgement of the Terms & Conditions* (ATTACHMENT A) and Required Insurance (ATTACHMENT B) *Contractors must acknowledge or acknowledge with exceptions. (Exceptions may not qualify for award.) CONTRACT TERM: This contract is for Fiscal Year 27 and will begin on July 1, 2026. The initial contract term will be effective from July 1, 2026 through June 30, 2027. With satisfactory Contractor performance there are up to four (4) additional annual automatic renewals, with a final contract expiration date of June 30, 2031. The Contractor may provide written notice to terminate the contract without penalty providing the notice is given sixty (60) days prior to the upcoming renewal period. CONTRACT PRICE: Contract prices are to remain firm for the duration of the contract period including any automatic annual renewal or hold over periods unless a price adjustment is requested and agreed upon. The total quote price is to include any and all related costs associated with providing the site specified CONTRACT CONTACT: The division contact for this purchase will be the Administrative Staff for the CBJ Public Works, Streets Division via email at Streets@juneau.gov or upon notification, an alternative assigned contact. INVOICING/PAYMENT: The Contractor must provide CBJ employees with delivery tickets that contain the delivery date, truck number, truck size, quantity of delivery, and CBJ employee name. All monthly invoices will reference the delivery ticket number and the appropriate CBJ Division and corresponding purchase order number. Invoices should be submitted via email to the Streets Administrative Staff at Streets@juneau.gov and CBJ Accounts Payable at Accounts.Payable@juneau.gov . All payments will be initiated upon receipt, review, and approval of monthly invoices. DISPOSAL SITE: The dump site must be large enough to accommodate off-loading a 10-yard dump truck. Upon quote closing CBJ may ask for a site visit to verify the practicality and usefulness of the proposed area. ACCEPTANCE: The City reserves the sole and exclusive right to determine suitability of disposal site offered. If low bidder's site is determined unfit for CBJ use, for whatever reason, the next lowest bid may be reviewed and accepted and so on until a suitable site is determined. QUANTITY: The City does not guarantee any maximum or minimum loads of debris or snow. For bidding purposes all quantities listed are estimates. CBJ reserves the right to increase or decrease the number of trips depending on the actual use. ACCESSIBILITY: The disposal site must be accessible to CBJ Streets Division trucks from 7:00 a.m. to 5:00 p.m. Monday through Friday, excluding holidays. Disposal services will be used on an as-needed basis. The Public Works Department, Streets Division will be the primary user of this contract. Services may be extended to other CBJ departments if agreeable to all parties. REFERENCES: References may be a factor in determining the bidder’s ability to provide quality services for the City. When considering the bidder’s experience, the CBJ may request the Contractor to provide references from current customers. Failure of the bidder to produce acceptable references upon request may deem the services offered unacceptable and the bid non-responsive. REVEIW OF GENERAL TERMS & CONDITIONS: Attached to this solicitation are documents required for this project (ATTACHMENTS A). Vendors should carefully review all attachments. Awarded Contractor is expected to comply with these requirements. INSURANCE: See ATTACHMENT B for the types and amounts of insurance required for this contract. The Contractor must provide certification of proper insurance coverage or binder to the City and Borough of Juneau prior to the award of the contract. AWARD: Award will be made by TOTAL QUOTE to the lowest responsive, responsible bidder meeting all quote requirements. In the event the primary Contractor cannot meet their obligation, the City will contract with the next available Contractor and will hold the original Contractor responsible for any incidental and consequential damages incurred.
