    Description

    REQUEST FOR PROPOSALS Construction Manager at Risk (CMAR) Contracting Services Teton Pass Trail Pathway, Teton County, Wyoming Notice is hereby given that Teton County, Wyoming, hereinafter referred to as the “Owner,” is accepting Proposals for a Construction Manager at Risk (CMAR) for Preconstruction Services, as well as the potential for future Construction Services that will be based upon an agreed upon Guaranteed Maximum Price (GMP) for the construction of the Teton Pass Trail Pathway Project (Project). The Project consists of the construction of a multi-use pathway that is up to 18,900 linear feet in length, up to 11,200 linear feet of retaining walls (up to 10-feet high), up to 5,200 linear feet pathway handrails, storm drainage culverts, erosion control, revegetation, and possibly a 75 linear foot 12-foot X 8-foot precast box culvert with wingwalls under Wyoming Highway 22. The Project extends primarily along the south side of Wyoming Highway 22 from the terminus of the Idaho Teton Pass Trail at the Trail Creek Campground toward a potential new Highway 22 pedestrian underpass connecting to the Coal Creek Trailhead within Teton County, Wyoming. Final Project construction scope and extent will be dependent upon GMP pricing and available funding. Preconstruction Services include review of current 95% plans, advisement on constructability and plan completion, and the development of a binding GMP to be established on the basis of the Contract Documents that are at 95%. A major function of the CMAR is to assist the Owner in defining the final project scope and extent that can be completed based upon available funding. The Preconstruction Services WORK shall include services described in the RFP document, Exhibit A – Scope of Services. Preconstruction Services will be provided on a time and materials basis, based upon a proposed fee with agreed upon hourly billing rates. A future amendment to the CMAR contract may be presented to the Teton County Board of County Commissioners for consideration, which will include Construction Services based upon the GMP established during the Preconstruction Services phase. The final GMP contract for construction of the project will be negotiated with the selected CMAR or rejected at the Owner’s discretion. Complete digital Proposal documents for the Teton Pass Trail Pathway Project will be available Wednesday, January 7, 2026 at 8:00am MST on the Public Purchase web platform at www.publicpurchase.com, Bid Id #207743. Neither Owner nor Engineer will be responsible for full or partial sets of RFP Documents, including Addenda if any, obtained from sources other than the Issuing Office. For all further requirements regarding proposal submittal, qualifications, procedures, and contract award, refer to the Request for Proposals located on the Public Purchase website (www.publicpurchase.com), Bid Id #207743. All proposals shall be prepared in accordance with the requirements listed in the Request for Proposals. Teton County reserves the right to reject any and all proposals and to waive all informalities. Teton County, Wyoming will select the CMAR that, in its opinion, demonstrates the highest level of qualifications to best perform this Project.
