    Issuance Date: March 6, 2026 Project Period: April 1, 2026 – June 30, 2026Background Ipas is currently updating its person-centered Woman-Centered, Comprehensive Abortion Care Reference Manual, Second Edition. This manual provides guidance to health-care personnel on improving the quality of care available to women seeking uterine evacuation services. It has been updated to be consistent with the World Health Organization’s Safe Abortion: Technical and policy guidance for health systems and other important evidence-based resource documents and articles. It explains the manual vacuum aspiration (MVA) uterine evacuation procedure in detail and also explains uterine evacuation methods that use the pills misoprostol and mifepristone (medical abortion). It is designed to be used as a participant’s manual during trainer-facilitated courses and as a as a learner’s resource to help refresh and strengthen skills. Special features include modules that address broader service delivery and access issues such as women’s sexual and reproductive rights, including the rights of young women; client-provider communication; provider and community partnerships; quality of care; and monitoring to improve services. A second manual is the Woman-Centered, Comprehensive Abortion Care Trainer’s Manual, Second Edition, for trainers leading training courses for health-care workers delivering all elements of woman-centered, comprehensive abortion care, including postabortion care. It contains all of the instructions and materials needed to help participants develop the knowledge and skills necessary to provide high-quality care. For further clinical reference and to see other Ipas health systems resources please see the Clinical Updates in Reproductive Health Introduction - Ipas.Scope of Work The consultant will: • Revise and update Ipas’s person-centered CAC curriculum into modules to harmonize with the current clinical evidence base, reflecting the cutting-edge knowledge in the SRHR field, address new training needs, and facilitate online use by trainers with different training objectives. • Update the content and format of 16 existing curriculum modules to be more succinct and learner-friendly. • Create 4 new curriculum modules to incorporate new topics: commodities, crisis settings, inclusive care and provider roles and well-being. • Integrate cross-cutting issues, such as gender/GBV, adolescents and youth, stigma, and abortion at or after 13 weeks, across all modules where appropriate. • Communicate regularly with TEX Quality of Care staff for guidance, orientation and technical direction throughout the development process. • Incorporate feedback from reviewers and pilot test with training facilitators and participants. • Propose a website architecture based on Ipas standards for the curriculum in collaboration with Ipas Communications and TEX Quality of Care staff. • Deliver the full curriculum ready for professional editing and graphic design. Deliverables should be in Word and PowerPoint formats.Deliverables & Timeline The consultant must deliver: • 8 modules by April 30, 2026 • 8 modules by May 31, 2026 • Final 4 modules and all revisions by June 30, 2026Place of Performance Work will be conducted remotely from the consultant’s home office or preferred location.Refer to the attached Statement of Work containing the detailed scope of work, technical requirements, and submission instructions.
