    The Department of Human Services (DHS), Office of Youth Services (OYS), is requesting proposals from qualified Applicants to provide Community-Based Residential Services (CBRS) on the islands of Oʻahu (City and County of Honolulu), County of Maui to include Lānaʻi, and Molokaʻi and the County of Kauaʻi . These services are for hard-to-reach youth, at-risk of homelessness or youth justice involvement and their families to address immediate and long-term needs through the provision of shelter, case management, integration of social services, and referral for services. The overall goal is to prevent and mitigate negative youth outcomes by connecting youth to emergency shelter and services that increase protective factors such as building natural supports and promoting resilience, and to decrease risk factors such as homelessness, family discourse, and youth violence. The contract term will be from July 1, 2026, to June 30, 2029, and may be extended for one (1) additional 24-month period, contingent upon program performance, availability of funds, and budget execution policies. Multiple contracts may be awarded under this request for proposals.
