    The Department of Human Services, Office of Youth Services (OYS), is requesting proposals from qualified applicants to provide community-based outreach and advocacy services on the island of O'ahu (City and County of Honolulu), the islands of Maui, Lānaʻi, and Molokaʻi (County of Maui), and the island of Kauaʻi (County of Kauaʻi). Services are for hard-to-reach at-risk youth and their families to address immediate and long-term needs through the provision of case management, integration of social services, and referral for services. The overall goal is to prevent and mitigate negative youth outcomes by connecting youth and their family to services that prevent youth violence, address risk factors, build natural support, and promote resilience. The contract term will be from July 1, 2026, to June 30, 2028, and may be extended for one (1) additional twelve (12)-month period, contingent upon program performance, availability of funds, and applicable budget execution policies. Multiple contracts may be awarded under this request for proposals. Proposals shall be mailed and postmarked by the United States Postal Service on or before Friday, June 5, 2026, and received no later than ten (10) calendar days after the submittal deadline. Applicants submitting proposals by mail are strongly encouraged to provide electronic notification to the state purchasing agency on or before the submittal deadline to confirm that a proposal has been mailed. Upon receipt of mailed proposals, the state purchasing agency will make reasonable efforts to provide confirmation of receipt via electronic communication; however, failure to provide such confirmation shall not affect the validity of the proposal submission or the responsibility of the applicant to ensure timely delivery. Hand-delivered proposals shall be received no later than 2:30 p.m., Hawaii Standard Time (HST), on Friday, June 5, 2026, at the drop-off location designated on the Proposal Mail-in and Delivery Information Sheet. Deliveries by private mail services, including but not limited to Federal Express (FedEx) and United Parcel Service (UPS), shall be considered hand deliveries. Proposals postmarked or hand-delivered after the submittal deadline shall be considered late and rejected. There shall be no exceptions to this requirement. The Office of Youth Services, referenced as the state purchasing agency, will conduct a virtual orientation on Friday, May 8, 2026, from 10:00 a.m. to 11:30 a.m., HST. All prospective applicants are encouraged to attend the orientation.
