    Evaluation Criteria

    • Qualifications of Firm and Project Team (60 pts)

      A qualified contractor will have experience with the following:

      • Urban Renewal Plan Area Creation
      • Understanding of statutory process
      • Tax increment financing related to commercial development and Metro Districts
      • Community and Stakeholder engagement 
    • Schedule of Services (20 pts)

      Provide a detailed schedule that is well coordinated with the developed scope of services and identify milestones your firm thinks are critical for the project. Allow two weeks for City of Golden staff review at each submittal milestone (30/60/90).  Discuss the approach your project team will take in order to maintain schedule, and discuss any obstacles that could impact the schedule.

    • Project Management , Cost Controls, and Availability to Perform Work (10 pts)

      Discuss methods/concepts that your team uses for schedule, scope and budget management and how these methods will be employed. Describe the team members’ current and projected workloads and anticipated time dedicated to the work during the course of the Project.

    • Other potential evaluation criteria areas, to be included as needed: (10 pts)
      • Engagement Team - The submitting firm’s engagement team, including the relevant experience and resumes of key personnel who would be assigned to provide the desired services to the City.
      • Previous Experience - Previous experience of the submitting firm in working with municipal governments in projects of similar size, scope and nature.
      • References - Results of reference checks and past performance for other clients.
      • Competencies - The firm’s ability to provide the breadth of competencies required by the City, either with its own staff or via the use of Subconsultants in those specialty areas.
      • Previous Experience of Subconsultants - Previous experience of the submitting firm’s proposed Subconsultants , if any, in working with municipal governments in projects of similar size, scope and nature.
      • Relative Experience of Subconsultants - Relevant experience and resumes of key personnel of the proposing firm’s Subconsultants , if any, who would be assigned to provide the desired services to the City.
      • Schedule/Timeline - Ability of proposing firm to meet required timeline of completion by 08/20/2026
      • Budget - Ability of proposing firm to meet required design elements within the budget of $36,000.00
      • Other - other consideration that could benefit the evaluation may include but not limited to the following: DBE Status of consultant, extent to which the team may involve minority subcontractors.

      A completed Acceptance of Conditions Statement is required. This Statement affirms the acceptance of all conditions or requirements contained in the Request for Qualifications, and lists the names of any of the submitting firm’s employees, and any proposed subconsultant’s employees, who are spouses or children of City employees or the spouse of a City employee’s child.

      Failure to commit to DBE requirements will result is rejection of proposal.

    • DBE Goal Compliance - Affidavit (required)

      CDOT Affidavit of Small Business Participation must submitted with the proposal. Failure of the proposer to submit the affidavit will result in the consultant being deemed non- responsive and ineligible for award.
