Q (No subject): Hello: If we purchase instruments under this fund, rather than arrange for rentals, who will own the instruments, OCPD or the grantee?
A: If they are purchased as a part of the Contract, with Contract funds, the County owns them.
Q (No subject):
A: The verbiage in the posting listed states "qualified firm" - does this mean that only established organizations are eligible to apply? Please refer to the RFP, Introduction and Instructions to Respondents, Section 1.3, Minimum Qualifications/Requirements.
Q (Non-Collusion Affidavit Notarization): The solicitation includes two Non-Collusion forms, one of which appears to require notarization. Is notarization required at the time of proposal submission, or will a signed declaration without notarization be accepted with the proposal?
A: Yes. Notarization is required at the time of proposal submission.

Q (No subject):
A: Are there instruments or any equipment that can be used for either program? No. Instruments and equipment are not provided.

Q (Pricing Proposal): It appears that only the hourly rate is editable and no rows can be added. Does that mean we are being asked to quote a single hourly rate that includes our teaching rate, multiplied by each instructor, plus administrative, management, and other applicable efforts required to provide our program? Are we only permitted to bill for hours spent with youth, and would that rate need to cover all costs associated with running this program in addition to in-person instruction? Is the "Additional Fees" rate also billed hourly? Or do we use this field to specify all operation costs for the entire proposal and this line item will only be billed to the County once?
A: Yes, proposers are being asked to provide a single, fully loaded hourly rate. This rate should incorporate all costs required to deliver the program, including (but not limited to) instructional time across all instructors, preparation, administrative support, program management, and any other associated operational efforts that can be billed on an hourly basis. Billing is based on the hours of program delivery; however, the submitted hourly rate should be comprehensive and inclusive of all costs associated with operating the program. This includes both direct service (e.g., time spent with youth) and indirect costs (e.g., planning, coordination, overhead, materials, etc.). Proposers should ensure that their hourly rate adequately covers the full cost of providing services. The “Additional Fees” section is not intended to be billed on an hourly basis. Instead, it should be used to identify any necessary program costs that cannot reasonably be incorporated into the hourly rate (e.g., one-time setup costs, specialized equipment, or other non-hourly expenses). These fees should be clearly described and will be billed as specified in the proposal, rather than as a recurring hourly charge.
SLED stands for State, Local, and Education. These are solicitations issued by state governments, counties, cities, school districts, utilities, and higher education institutions — as opposed to federal agencies.
