Thermoplastic Marking Material (Granular)

The City of Montgomery intends to purchase alkyd‑based thermoplastic pavement marking materials that fully comply with the 2026 ALDOT Section 856 specifications. All Class 2 thermoplastic provided must be manufactured by suppliers participating in the ALDOT‑420 Acceptance Program for Traffic Marking Materials.

The City seeks to acquire both white and yellow Class 2 thermoplastic in granular form, packaged in 50‑pound meltable bags suitable for premelter equipment. Bag materials must melt cleanly without affecting the finished color. Each pallet must contain 40 bags, and all materials will be procured and priced by the ton.

• Bid Bond Requirements —

  THE CITY OF MONTGOMERY REQUIRES THAT A BOND BY A RELIABLE SURETY COMPANY AUTHORIZED TO DO BUSINESS IN THE STATE OF ALABAMA BE FILED WITH EACH PROPOSER’S PROPOSAL THAT EXCEEDS $50,000.00.  SUCH BOND SHALL BE FOR THE SUM OF FIVE PERCENT (5%) OF THE TOTAL PROPOSAL.  A CASHIERS CHECK PAYABLE TO THE CITY OF MONTGOMERY OR AN IRREVOCABLE LETTER OF CREDIT SHALL ALSO BE ACCEPTABLE.

  INCOMPLETE BID BONDS WILL BE CAUSE FOR DISQUALIFICATION OF A BID.

• Item Specifications —

  Key material requirements include:

  • Thermoplastic must be alkyd-based and conform to 2026 ALDOT Section 856 specifications.
  • Manufacturers of Class 2 Thermoplastic must participate in ALDOT-420, Acceptance Program for Traffic Marking Materials.
  • Both white and yellow Class 2 thermoplastic must be in granular form, bagged for premelter machine use, and packaged in 50‑pound meltable bags that do not affect material color. Each pallet shall contain 40 bags, and materials are to be sold by the ton.
• Business License Requirements —

  CITY ORDINANCES MANDATE THAT ANYONE WHO TRANSACTS BUSINESS WITHIN THE CITY LIMITS OF MONTGOMERY BY ONE OR ALL OF THE FOLLOWING SITUATIONS IS SUBJECT TO OBTAIN A CITY BUSINESS LICENSE:

  1. A physical location within the City.
  2. A representative of your company calls on customers or solicits business within the City.
  3. Merchandise is delivered into the City on a vehicle other than by common carrier.
  4. No equipment rental or leasing to businesses within Montgomery city limits.

  PROPOSERS FALLING WITHIN THE ABOVE CATEGORIES WILL BE REQUIRED TO OBTAIN A CITY OF MONTGOMERY BUSINESS LICENSE PRIOR TO ISSUANCE OF A CONTRACT OR PURCHASE ORDER.
