Third-Party Provider for Equitable Services at Non-Profit Private Schools

The Stockton Unified School District (SUSD) is soliciting responses from qualified proposers to provide Third-Party Provider for Equitable Services at Non-Profit Private Schools.

This RFP seeks Third-Party Providers for Equitable Services to implement Title I, II, III, and/or Title IV programs at non-profit private schools within SUSD's attendance boundaries. Equitable services or benefits may be provided by a Local Education Agency (LEA) or by a contractor who is independent from the non-profit private school and any religious organization. Equitable services must be secular, neutral, and non-ideological. The equitable services will be provided in a private school under the same conditions, and subject to the same limitations as if the district provided the services. Teachers hired by the Third-Party Provider must be appropriately licensed for the instruction provided.

The Third-Party Provider will provide direct services for eligible/identified students enrolled in participating non-profit private schools within the SUSD attendance boundaries for a given academic year. Student Services in non-profit private schools must be "...equitable to those provided to eligible public school children...". All program decisions are made through consultation between the SUSD and the non-profit private school administrator or designee. Program decisions are documented through the Equitable Services Plan (ESP) annually. The third-party provider will meet with SUSD and each non-profit private school to consult on the implementation of services as identified in the ESP and in accordance with federal guidelines. Equitable Services Plans (ESP) are created based on the unique needs of the non-profit private school. A comprehensive needs assessment utilized to identify the needs of the students. In addition, the ESP is evaluated annually to identify the effectiveness of strategies in supporting students.

Evaluation Criteria

• Firm's Experience and Qualifications (20 pts) —

  The demonstrated ability of the vendor to provide the services, including references.

• Plan for Delivery of Services (30 pts) —

  The adequacy and completeness of the plan offered addressing the Scope of Services.

• Program Description and Outcomes (30 pts) —

  The proposed program addresses unmet needs and is not duplicative of other services; there is evidence of collaboration with existing programs and services, and evidence of sustainability for future program years. The proposed program outcomes address the scope of work and serve the youth population, the program has results orientated, measurable outcomes, and objectives which are challenging yet realistic; and the number of participants to benefit from the program in relation to amount funds and type of service is realistic.

• Cost (20 pts) —

  The Proposer’s cost to perform the services as specified in the scope of work.

• Energy Policy and Conservation Act (required) —

  Pursuant to the Energy Policy and Conservation Act (42 U.S.C. 6321, et seq.; 49 C.F.R. Part 18; Pub. L. 94-163, 89 Stat.871), Contractor shall comply with mandatory standards and policies relating to energy efficiency which are contained in the state energy conservation plan issued in compliance with the Energy Policy and Conservation Act (42 U.S.C. 6321, et seq.; 49 C.F.R.
