This RFP seeks Third-Party Providers for Equitable Services to implement Title I, II, III, and/or Title IV programs at non-profit private schools within SUSD's attendance boundaries. Equitable services or benefits may be provided by a Local Education Agency (LEA) or by a contractor who is independent from the non-profit private school and any religious organization. Equitable services must be secular, neutral, and non-ideological. The equitable services will be provided in a private school under the same conditions, and subject to the same limitations as if the district provided the services. Teachers hired by the Third-Party Provider must be appropriately licensed for the instruction provided.
The Third-Party Provider will provide direct services for eligible/identified students enrolled in participating non-profit private schools within the SUSD attendance boundaries for a given academic year. Student Services in non-profit private schools must be "...equitable to those provided to eligible public school children...". All program decisions are made through consultation between the SUSD and the non-profit private school administrator or designee. Program decisions are documented through the Equitable Services Plan (ESP) annually. The third-party provider will meet with SUSD and each non-profit private school to consult on the implementation of services as identified in the ESP and in accordance with federal guidelines. Equitable Services Plans (ESP) are created based on the unique needs of the non-profit private school. A comprehensive needs assessment utilized to identify the needs of the students. In addition, the ESP is evaluated annually to identify the effectiveness of strategies in supporting students.
