    NOTICE IS HEREBY GIVEN that The School Board of Brevard County, Florida, henceforth referred to as the District or School Board is accepting sealed responses for Third Party Tutoring Services (26-0624-P-JW).

    Project Overview

    The purpose and intent of this Request for Proposal is to solicit competitive sealed proposals to select multiple respondents to provide regularly scheduled tutoring services in reading and math to Title I eligible private school students. The selected contractor(s) will work closely with District and private school staff in tutoring services to improve student achievement. Services will be aligned with existing Individual Education Plans or other student learning plans where applicable for each student. The selected contractor(s) will also have available optional professional learning to include coaching and Parent and Family Engagement opportunities.

    The deadline to submit questions related to this solicitation is 2:00 pm on Thursday, March 26, 2026.

    Sealed responses for furnishing the above will be accepted up to 2:00 pm on Thursday, April 9, 2026.

      A brief profile of the firm, including:

      Discuss your firm’s proposed Project Organization and Project Staffing. Please include:

      1. The overall resumes of the key personnel providing the service requested, including education and training, and experience in services herein addressed (max one page per person).
      2. Qualifications of current staff that would perform services under this contract, including both instructional and administrative staff.
      3. An organizational chart of the proposed project team
      4. Define the roles and responsibilities of each of the assigned staff
    • Technical Approach and Methodology (30 pts)

      The Firm’s approach and methodology of how the services herein addressed will be provided. Provide implementation plan, supporting documents, and the following:

      A. Description of instructional services currently being provided to students in Brevard County or comparable Florida school districts. Identify types of
      services, number of students served, curriculum used, and length of time the service has been provided.
      B. Identification of products/instruments the proposer currently uses for student placement, progress monitoring, and assessment.

    • Reporting Services (15 pts)

      Provide examples of reports as outlined in the RFP. The Respondent will provide student progress reports a minimum of four times per year. The Respondent will provide attendance reports with each monthly invoice. The Respondent will provide reports related to professional development conducted by the contractor for its tutors. The Respondent will provide reports related to professional development for eligible private school teachers. The Respondent will provide parent involvement notices and records of activities offered to parents of students who received Title I services.

    • References (5 pts)

      Provide a minimum of three (3) reference letters from owner representatives for projects that your Firm has provided or is providing services which are similar in scope to this RFP. Reference letters shall be current, dated within three (3) years of this solicitation. The reference from the owner representative must  be provided on their letterhead, and include details regarding your Firm’s role, level of service provided, etc. Letters from School Board of Brevard County staff shall not be considered.

    • Fee Schedule (30 pts)

      The fee schedule proposed for the services as outlined in this Request for Proposal and clarified through addenda. Pricing shall be inclusive of all materials, travel, and expenses required to complete the scope of services described herein. List any relevant services that are within the scope of services outlined in this solicitation. Please use Attachment C – Proposal Price Sheet when submitting pricing.

      Instructional Services/Administrative Costs – The fee for instructional services shall be governed by the private schools earned Title I allocations under current federal law and regulations. The allocations of participating private schools for the 2025-2026 school year are shown in ‘Exhibit “B”. Total costs will be based on the fee for services plus allowable administrative costs. The Provider must state the hourly rate for instructional services, which shall include Tutor salaries and fringe benefits, classroom materials and supplies, etc. The hourly fee for services must be all-inclusive; there shall be no additional charge for mileage, lunchtime, instructional materials and supplies, or any other cost. Administrative costs in addition to the fee for services are currently capped at 10% of the fee for services and will be subject to negotiation with the successful Provider. Administrative costs may include but are not limited to the project manager’s salary and fringe benefits, training costs, office space, clerical support, travel in support of the contract, etc. All fees and costs will be itemized on each monthly invoice with appropriate documentation as stipulated by the District

      The respondent’s ability to comply with the minimum qualifications and mandatory requirements of this Request for Proposal.

    Q (Virtual Providers): Is the district looking for all virtual tutoring providers at this time?

    A: Not at this time.


    Q (Scope of Work): Please provide the grade levels for this opportunity.

    A: K-12


    Q (Scope of Work): Please define what you consider optional professional learning to include coaching and Parent and Family Engagement opportunities.

    A: Occasions for the contractor to offer Professional Learning to the teachers on how to facilitate their instructional delivery more effectively. Parent and Family Engagement workshops that provide families with ways they can support students with home learning.


    Q (Scope of Work): Please identify how many students will participate in this program

    A: Currently we have approximately 800 students across 34 schools. We anticipate the number to be roughly the same for 2026-2027.


    Q (Single subject tutors ): I see that you may award multiple vendors. Would you accept a proposal from a vendor that provides math-tutoring for grades 6-12 only? Or are you seeking a vendor that provides both math and ELA/reading tutoring?

    A: Our preference would be to have a contractor that includes both subject areas.


    Q (Scope of Work): Please provide the contract terms for this program

    A: Please see section 4.1 Award term under Special Terms & Conditions. Respondent(s) shall be awarded a contract for an initial three (3) year term with up to one (1) optional two (2) year renewal period.


    Q (No subject): Are tutoring services expected to occur during the school day, after school, or both?

    A: Both are options, as well as before school.


    Q (No subject): Must all tutors hold a full Florida teaching certification, or will trained tutors be permitted if supervised by a certified educator?

    A: Please see section 2.2 C - Staff Tutors employed by the contractor(s) must have State of Florida teacher certification in the subject area appropriate to the grade levels they will be tutoring. (please see full section for exemptions)


    Q (No subject): How many private schools and approximately how many Title I eligible students are expected to participate in tutoring services each year?

    A: Currently we have approximately 800 students across 34 schools. We anticipate the number to be roughly the same for 2026-2027.


    Q (No subject): Does the district require vendors to use specific curricula and assessment tools, or may providers propose their own research-based instructional programs?

    A: Providers may propose their own research-based curricula and assessment.


    Q (No subject): Does the district intend to award contracts to multiple vendors, and if so, how will students or schools be distributed among the awarded providers?

    A: Yes, we are looking at the possibility of multiple vendors. The distribution will be based on consultation with the private schools.


    Q (Virtual High Impact Tutoring): Is the district open to Virtual Live High Impact Tutoring? Or are you looking for in-person only tutoring programs?

    A: We are looking for in-person only tutoring programs at this time.


    Q (No subject): Is the current program delivered by a single vendor or multiple vendors? Who is the current service provider(s) for this program?

    A: The current single awarded vendor is Catapult Learning.


    Q (No subject): Will the program require a program manager/site supervisor?

    A: Yes, With the multiple locations and students, a manager/supervisors of the program would be required but that level of need would be determined by the vendor's proposed plan.


    Q (No subject): Will vendors be able to bill for assessment and planning time under the hourly rates proposed?

    A: Assessment will be included as part of the billable instructional tutoring time. Time spent on planning is not eligible for billing.


    Q (No subject): Is the District willing to consider a blended-learning solution (still on-site, no virtual component) or should services be direct instruction only?

    A: Direct instruction only at this time.


    Q (No subject): Can the district clarify how many hours per day they are looking for candidates to work?

    A: It will be decided in consultation with the private schools and the LEA based on student need.


    Q (No subject): If the tutoring takes place after school hours would the district allow current staff members to work with the third party for the tutoring?

    A: Please see section 2.2 C - Staff Tutor selection is the responsibility of the contractor as long as the qualification guidelines as set forth in the Scope and Sequence are met.


    Q (No subject): Can the district clarify their expectation on the agencies data collection methods? Would the district allow the third party to utilize the system the district already has in place for its student?

    A: The contractor must use their own platform to house the data which the LEA will need to be able to access.


    Q (No subject): Can the district clarify how many vendors they anticipate awarding?

    A: There is no set number. The District may award to multiple respondents determined to be in the best interest of the District.


    Q (No subject): Can the district clarify who the current incumbent is for this RFP and what rates are being charged for these services? Can the district clarify how many employees are staffed by the incumbent for the current school year we are in?

    A: The current single awarded vendor is Catapult Learning. Our current charges are $72/hour that includes the instructional fee and the administrative fee. We currently have 34 tutors and 8 of those 34 service 2 schools each.

    A: District must be named as additional insured for General Liability. Exceptions to the solicitation or contract T&Cs must be included with submitted response.

    A: Current contract expires on June 30, 2026 and the District requires these services ongoing.


    Q (Pricing): Could the District please clarify whether the hourly rate for instructional services may include reasonable indirect instructional time necessary to support service delivery, such as lesson planning, preparation of instructional materials, and student progress documentation completed by teachers, or if billing is expected to be limited strictly to direct student instructional time only?

    A: As defined on the Proposal Pricing Sheet, it states the following: "The Provider must state the hourly rate for instructional services, which shall include Tutor salaries and fringe benefits, classroom materials and supplies, etc. The hourly fee for services must be all inclusive; there shall be no additional charge for mileage, lunchtime, instructional materials and supplies, or any other costs."
