Thornton Fire Department (TFD) and North Metro Fire Rescue District (NMFR) are exploring opportunities for long-term collaboration regarding training facility operations. This Project includes a comprehensive feasibility study examining the viability, structure, and strategic implications of a joint training facility partnership. Consultant shall assess operational, financial, governance, and facility planning considerations to provide both agencies with data-driven recommendations for establishing a sustainable, mutually beneficial training partnership. The Agreement shall terminate after the Scope of Services is completed, unless sooner terminated by Thornton’s issuance of a Termination Notice. Upon request, rates and charges may be adjusted annually for subsequent one (1) year terms on the anniversary date of the Agreement provided; however, that increases in rates and charges may not exceed the inflation rate defined by the current Denver-Aurora-Lakewood CPI as published by the Bureau of Labor Statistics. To be minimally qualified for consideration for award, proposing firms must have successfully completed three (3) projects that have a similar degree of complexity and cost within the past three (3) years. Proposing firms should demonstrate the following qualifications: Experience conducting feasibility studies for fire service agencies or other public safety organizations. Expertise in public sector financial modeling, cost-sharing agreements, and capital project analysis. Knowledge of fire service training standards, facility requirements, and industry best practices. Proven ability to facilitate stakeholder engagement and build consensus among multiple agencies. Understanding of Colorado inter-governmental agreements and local government law.
