The Collier County Parks and Recreation Department (CCPRD) is seeking a vendor to provide concession services at Tigertail Beach. The Vendor will be providing food/beverage sales operations and beach rentals and is encouraged to also provide prepacked food and drinks. Tigertail Beach is located at 490 Hernando Drive on Marco Island. The beach facility includes 216 beach parking spaces, approximately 3,100 linear feet of beach, restrooms, boardwalk, and a children's playground. The park hours are 8:00 a.m. to sunset, three hundred and sixty-five (365) days per year. Based on historical data the annual attendance for Tigertail Beach exceeds 150,000 visitors per year.
The previous café and beach rental concessionaire average monthly payment to the County was approximately $3,800 average for June of 2021 through June of 2022, this does not include any taxes that must be paid. The previous agreement was set at 20% of all revenues received, however for this agreement the County will be requesting a flat rate fee. The flat rate may be adjusted annually at the renewal date of the agreement.
The Vendor must be able to demonstrate their ability to fulfill the requirements listed in this scope for the duration of the agreement term. CCPRD desires to have these services available to the visitors of Tigertail Beach without having a negative impact on the biodiversity of the land, therefore the Vendor shall also be committed to ecologically sensitive operations.

A: There is a deck area surrounding the concession building with space for outdoor seating. There is also space adjacent to the beach tiki area – Special events would likely need to meet Collier County and City of Marco Island permitting requirements.
Q (Past Concession Services Revenues): It is mentioned there is no current kitchen equipment?
A: There is no kitchen equipment. The vendor will be responsible for providing their own.
Q (Past Concession Services Revenues): We have a State of Florida Catering License and Beverage License issued by the Department of Hotels. Is this sufficient for this bid requirement?
A: This is sufficient. The vendor will also be required to apply for a new license for Tigertail Beach Concession.

A: Three (3) Parking Spaces were historically approved for concession parking. Additional “Operational Parking” may be negotiated.
Q (Food and Beverage Packaging): Is the use of PET plastic hinged containers and cups for food and beverage service permitted, or are there specific packaging requirements or sustainability guidelines that must be followed?
A: Plastic containers, cups and packaging are allowed. However, single-use plastic straws are prohibited by the City of Marco Island’s Ordinance 18-06. Please see Attachment B-Marco Ordinance 18-06, for informational purposes only.
Q (Decorative Lighting): Would the operator be allowed to install removable string lighting in the deck or seating areas to enhance the guest experience, subject to county approval and safety standards?
A: This would be permitted as a “Plug and Play” accessory. (No Permanent Wiring).
Q (Music at Concession Areas): Is the concessionaire permitted to play background music in the concession area and potentially from the tiki/lagoon stand, provided that sound levels remain appropriate for a public park environment?
A: May Require Amplified Sound Permit / Compliance with Collier County and City of Marco Ordinances/Regulations.
Q (Water Access at Tiki Hut): Is there an existing water connection available at or near the tiki hut/lagoon area that the concessionaire could access for attaching a hose to rinse and clean rental equipment at the end of each day?

A: There is no water filtration system for the concession building. The ice machine has an independent water filter.
Q (Equipment Rinse Area): Is there a designated area near the concession building or driveway with water access where the concessionaire could connect a hose to rinse beach rental equipment at the end of each day?
A: There is a water hose spigot near the boardwalk that can be used.
Q (Ice Machine Service): Would the County consider allowing the concessionaire to have a serviced ice machine outside on the deck of the concession stand (provided and maintained by an ice company) installed on site so that bagged ice can be sold to park visitors?

A: The building is still being evaluated, there is not yet a timeline for when renovation will be complete. Portable restrooms will remain at the park as long as necessary.

A: Collier County Coastal Zone Management is on site 7 days a week to rake and groom Tigertail Beach each morning.
Q (Past Concession Service Revenue): Would the County be able to provide the historical concession revenue figures for Tigertail Beach, including both food and beverage sales and beach rental revenues, for the period of 2015 through 2020?
A: We do not have financial records prior to 2021. Records for 2021 to present have been provided in Question #2.

It appears to be structured for contractors or firms providing construction or similar services, which differs from our business model. Would you advise how we should adapt this form for a café and beach concession operation?
A: Please provide verifiable references of individuals or businesses you deem appropriate to demonstrate current or past business relationships in accordance with the reference requirements detailed in solicitation.
Q (Vending Machines): Would the County consider relocating the existing vending machines, potentially to the area near the restrooms, to allow for more functional space on the deck for our operations?
A: Yes, the county could relocate the vending machines to another location as space and power requirements allow.
Q (Tiki Hut Area): Would the County permit improvements to the Tiki Hut area to enhance its appearance and functionality? Specifically, we would be interested in cleaning up the area, potentially removing the existing bench, and adding sand or other aesthetically appropriate ground landscaping to create a more clean and well-maintained environment.
A: Removing the bench and grooming the sand area may be permissible. Any structural or expanding of the existing footprint may require authorization and permitting from local, state, federal regulatory agencies.

Q (Tiki Hut Beverage Sales): Would the County permit the sale of beverages at the Tiki Hut if we ran both the concession stand and the beach rentals, or are all beverage sales required to be limited to the concession stand? Additionally, if permitted at the Tiki Hut, would the sale of alcoholic beverages be allowed, subject to all applicable regulations?
A: If the same vendor is providing services at both the food & beverage concession area and the beach concession tiki area (or through a partnership agreement if two separate vendors), then yes beverages and snacks may be sold in both locations. Alcohol may only be sold in locations that are defined and permitted by appropriate regulating authorities.
Q (Three Bin Sink): Would the County permit replacement of the existing three-compartment sink with a unit that has larger bowls to better accommodate our operational needs and dishware, while remaining fully compliant with health and safety requirements?
A: If the sink currently meets health department and compliance standards, the County would not replace the existing sink. The vendor may be allowed to replace the sink, as long as it meets health department and county code compliance standards
Q (Hours Open): Can you please confirm the earliest time vehicle access and parking are available at Tigertail Beach, and whether this varies seasonally based on sunrise?
A: Staff would be able to enter the park at earlier hours. Public use hours are Sunrise to Sunset.
