The Administration will make a reasonable effort to provide such special accommodation. Project Description: Contract No. AX6105782 Project: TMDL Areawide Impervious Surface Restoration Design-Build Project Request for Proposals Issuance Date: 6/18/2026 This is a multi-award Design-Build contract and will be procured through the Competitive Sealed Proposals process. Each contract will consist of the delivery of one or more Projects for MS4 Impervious Surface Restoration Credits (ISR Credit) for watersheds within the Administration’s MS4 area, currently defined as Anne Arundel, Baltimore, Carroll, Calvert, Cecil, Charles, Frederick, Harford, Howard, Montgomery, Prince George’s, Queen Anne’s, Washington, Wicomico, and St. Mary’s Counties. A Project shall consist of a single physical site for which the Design-Builder shall perform the planning, design, permitting, construction, perpetual easement acquisition, post-construction monitoring, maintenance, and adaptive management required to deliver ISR Credits. The Administration may select one or more Projects from one or more Proposers for Award on a best value basis that are most advantageous to the Administration. The Administration may make one or more Awards up to a total value of approximately $120 million. The SHA desires to receive feedback in order to address any issues or concerns prior to the issuance of the Request for Proposals for this contract.
