The Maryland State Highway Administration (Administration) is soliciting Proposals for the delivery of MS4 Impervious Surface Restoration Credit (ISR Credit). The Scope of Work for this contract consists of the delivery of ISR Credits for watersheds within the Administration’s MS4 area, currently defined as Anne Arundel, Baltimore, Carroll, Calvert, Cecil, Charles, Frederick, Harford, Howard, Montgomery, Prince George’s, Queen Anne’s, Washington, Wicomico, and St. Mary’s Counties. A Project shall consist of a single physical site for which the Design-Builder shall perform the planning, design, permitting, construction, property rights acquisition, post-construction monitoring, maintenance, and adaptive management required to deliver ISR Credits. A Proposer seeking to propose multiple Projects shall submit 1) a single Proposal Package A which shall apply to all proposed Projects and 2) a separate and complete Proposal Package B for each individual Project: - Proposal Package A: Shall consist of Volume I – Statement of Qualifications. Each Proposer shall submit a single Proposal Package A, regardless of the number of Projects proposed. - Proposal Package B: Shall consist of Volume II - Project Viability Form, Volume III - Technical Proposal, and Volume IV - Price Proposal, and shall be submitted for each individual Project proposed. The Administration may select one or more Projects from one or more Proposers for Award on a best value basis that are most advantageous to the Administration. The Administration may make one or more Awards up to a total value of approximately $75 million.
