    Description

The Teacher Opportunity Corps II (TOC II) program supports the recruitment, preparation, and retention of historically underrepresented and economically disadvantaged individuals in teaching careers. TOC II grants are awarded to New York State public and independent degree‑granting institutions with approved teacher preparation programs. Required services include recruitment and retention activities, tuition support, field placements and internships in Focus and Priority schools with a TOC II partnering MOA, mentoring during the first year of teaching, and coursework and supports related to pedagogy, motivation, counseling, tutoring, classroom management, and resource allocation for students at risk. This notice relates to a noncompetitive grant assignment amendment. Clarkson University’s TOC II program closed as part of an institutional restructuring, and its TOC II program was transferred to Siena College. As the institution now responsible for the affected student cohort, Siena College is the only vendor positioned to continue providing uninterrupted TOC II services consistent with program requirements. This assignment amendment ensures continuity of services for students previously enrolled under Clarkson’s TOC II program and maintains statewide TOC II enrollment without disruption. Siena’s existing infrastructure, familiarity with TOC II requirements, and direct involvement in the transferred program make it uniquely capable of delivering the required services for the remainder of the contract term.
