    TOWN HALL FLOORING PROJECT - TURNKEY
    COOPERATIVE CONTRACTOR PROPOSAL REQUEST

    PROJECT OVERVIEW

    The Town of Southwest Ranches is soliciting turnkey proposals from contractors awarded under the State of Florida Department of Management Services (DMS) Flooring Contract and Other competitively solicited and awarded cooperative contract vehicles.

    The selected contractor shall furnish all labor, supervision, equipment, materials, transportation, storage, project management, demolition, installation, cleanup, and incidentals necessary to complete the flooring replacement project at Town Hall.

    The Town may consider price, schedule, staging approach, and operational impacts when determining best value.

    PROJECT SCOPE

    The project generally consists of the replacement of flooring throughout the Town Hall building, approximately 10,364 square feet.

    The Contractor shall:

    1. Remove and properly dispose of all existing vinyl flooring, carpeting, and baseboards.

    2. Furnish and install Monroe Bay Wood Plank Matte Porcelain Tile, 9" x 48" rectified tile, or approved equivalent if authorized by the Town.

    3. Furnish and install all associated setting materials including mortar, grout, leveling materials, transition strips, and accessories necessary for a complete installation.

    4. Furnish and install PVC baseboards throughout all affected areas.

    5. Move, protect, store, and return all furniture, equipment, and contents necessary to perform the work.

    6. Coordinate procurement, delivery, storage, and protection of all flooring materials.

    7. Maintain a clean and safe work area throughout the project.

    8. Perform final cleanup and disposal of all debris.

    PROJECT STAGING

    Town Hall will remain operational during construction. The Contractor shall provide a phased work plan that minimizes disruption to Town operations. Work may be performed during normal business hours, after hours, or weekends as proposed by the Contractor and approved by the Town.

    MANDATORY PRE-PROPOSAL CONFERENCE AND SITE VISIT

    A mandatory pre-proposal conference and site visit will be held on:

    PROPOSAL REQUIREMENTS

    Contractors shall submit:

    • Lump Sum Turnkey Proposal Price
    • Schedule of Values supporting the proposed price
    • Proposed project schedule from notice to proceed through final completion
    • Proposed staging and furniture relocation plan
    • Confirmation of anticipated material lead times

    SELECTION METHOD

    The Town will review all proposals received from eligible contractors participating in the referenced cooperative purchasing contract vehicles. Award will be made to the contractor providing the best overall value to the Town, considering the total proposal price, proposed project schedule, project approach, and the contractor's ability to successfully complete the project while minimizing operational impacts and maintaining Town Hall operations during construction. The Town reserves the right to request clarifications, conduct discussions, and negotiate with one or more responding contractors prior to making a selection.

    AWARD

    The Town will issue a Purchase Order to the selected Contractor and will not execute any separate contractor agreement, contract, terms and conditions, credit application, or other vendor-generated document. Submission of a proposal constitutes acknowledgment and acceptance of this requirement.
