Town of Fulton Streets and Drainage Project GLO CDBG MIT-MOD Contract 24-065-128-E986

The Aransas County, Texas will receive sealed bids for Town of Fulton Streets and Drainage Project GLO CDBG MIT-MOD CONTRACT NO. 24-065-128-E986 until 2:00 PM on May 7, 2026, at the Aransas County Auditor’s Office, located at the Aransas County Courthouse, 308 N. Live Oak St., Rockport Texas, 78382. Sealed bids must be addressed to: The Aransas County Auditor’s Office and labeled with “Town of Fulton Streets and Drainage Project”. The bids will be publicly opened and read aloud in the Conference Room on the 2^nd floor of the Aransas County Courthouse at 308 N. Live Oak St., Rockport Texas, 78382.

 

The project consists of paving and drainage improvements including milling of existing pavement, cement stabilization of existing base and subgrade, placement of a roadway surface (2-course or HMACP), drainage swales, driveway culvert replacement, culvert crossings of roadways, inlets. Additionally, there may be utility adjustments as needed.

 

Bid and Contract documents, including Drawings and Technical Specifications are on file and available for inspection at the Aransas County Road & Bridge Office, 1931 FM 2165, Rockport Texas, 78382.  A pre-bid conference will be held on April 16, 2026 at 10:00 AM at the Town of Fulton, Town Hall at 201 N. 7^th St., Fulton, Texas 78358. The pre-bid conference is not mandatory.

 

Electronic copies of the Bid/Contract documents including drawings and technical specifications may be obtained at no charge via the internet at: http://www.civcastusa.com/. The project can be located on CivCastUSA by the bid date, the state (Texas) or the City/County. Bidders will be required to register through CivCastUSA. There is no charge for registering or downloading the plans. Hard copies of plans may also be purchased through CivCastUSA at the bidder's expense.

 

A bid bond in the amount of 5 percent (5%) of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to Aransas County or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

 

The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant - Mitigation (CDBG-MIT) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin.  Adherence to the Aransas County, Section 3 Policy is required for all contracts.

 

All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor.  Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, Section 3 Businesses, and labor surplus area firms are encouraged to submit bids.

 

The Aransas County reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by Aransas County for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
