    TOWN OF LIVONIA REQUEST FOR PROPOSAL CDBG Project #659PR124-25 The Town of Livonia is soliciting proposals from qualified professionals to provide grant administration services for our 2025 CDBG award. PROJECT DESCRIPTION The Town is a grant recipient of a 2025 New York State Community Development Block Planning Grant (CDBG) in the amount of $1,500,000.00 for the Town of Livonia Sanitary Sewer Improvement Project (the “Project”). The Town Board is seeking proposals from qualified consultants with demonstrated records of accomplishment in undertaking similar projects to assist the Town in meeting the program requirements as outlined by the Office of Community Renewal. The Livingston County Water and Sewer Authority is the current operator of the Town’s sanitary sewer system and will be assisting the Town with managing the Project. The Preliminary Engineering Report for the project and a copy of the successful CDBG application are available at the Town Hall (35 Commercial Street, Livonia, NY 14487), the Livingston County Water and Sewer Authority Administrative Offices (1997 D’Angelo Drive, Geneseo, NY 14454) and https://lcwsa.us/bidding-opportunities/ should additional specific project information be required. SCOPE OF SERVICES Please provide the following in your response: 1. Please provide a general overview of the firm’s experience in administering CDBG grants. 2. Specifically, address the firm’s successful experience administering CDBG projects by providing references for at least three (3) CDBG funded projects, including project location, project name & contact information. If appropriate, include a list of additional task you feel may be needed to assist the Town in administering this grant. 3. Identify the person(s) you propose to be assigned to the project and provide a resume foreach individual. State how this project would fit into your existing workload and schedule. 4. State your fee for completion of services below. 5. If partnering with a qualified MWBE or Section 3 firm, please include their applicable information, including resumes for key personnel, into your response. SELECTION PROCESS & SCORING Submissions will be ranked based on qualifications and scoring. Firms will be evaluated based on the following: · Experience with the Town of Livonia – Maximum Points: 10 · Relevant Project Experience – Maximum Points: 25 · Qualifications of Project Team – Maximum Points: 25 · Familiarity with Project and Area – Maximum Points: 25 · References – Maximum Points: 10 · Cost – Maximum Points: 5 The selection committee will be members of the Livonia Town Board of Trustees and professional staff from the Livingston County Water and Sewer Authority. The Town expects to evaluate submissions within two (2) days of receipt of proposals. If interviews are held, they will be scheduled within 1 week of short-list notification. Award is anticipated on or before April 16, 2026.
