    ADVERTISEMENT FOR BIDS TOWN OF SHELBURNE, VERMONT WASTEWATER TREATMENT CONSOLIDATION CONTRACT NO. 1 - FORCEMAIN General Notice Town of Shelburne, Vermont (Owner) is requesting Bids for the construction of the following Project: Wastewater Treatment Consolidation, Contract No. 1 - Forcemain. Bids for the construction of the project will be received in person by the town of Shelburne at the Shelburne Town Offices located at 5420 Shelburne Road, VT 05482 until 1:00 PM local time on Tuesday, March 17th, 2026. At that time the Bids received will be publicly opened and read. If Bids are forwarded by mail, the sealed envelope containing the BID must be enclosed in another envelope containing the BID addressed to the town of Shelburne, 5420 Shelburne Road, Vermont 05482. The Project includes the following Work: Installation of a new sewer forcemain along Harbor Road, the Ti-Haul Trail, and Bay Road. The new forcemain will be approximately 6,920 LF of 14” HDPE and 450’ of 6” HDPE installed via directional drill and approximately 1,235’ of 14” HDPE, 4,375’ of 12” PVC, 2,350’ of 6” PVC, and 4,095’ of 4” PVC main installed via open trenching. The new forcemain will include cleanout vaults and all other necessary appurtenances. Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is: Blueprints, Etc, 20 Farrell Street, South Burlington, VT 05403, (802) 865-4503. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 4:30 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office at a non-refundable cost of $275.00 for each set, plus shipping. This purchase price includes a full set of Bidding Documents and an electronic copy of the Bidding Documents in portable document format (PDF). Alternatively, electronic only copies in portable document format (PDF) of the Bidding Documents are available for a non-refundable charge of $150.00, plus shipping. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents on compact disk will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Bidding documents may be examined at the Shelburne Town Office, 5420 Shelburne Road, Shelburne, VT 05482 on Monday’s through Friday’s between the hours of 9:00 AM and 3:00 PM, or by appointment and at www.aeengineers.com. Pre-bid Conference A pre-bid conference for the Project will be held on Thursday, February 26th, 2026 at 10:00 A.M. at the Shelburne Town Offices, 5420 Shelburne Road, Vermont 05482. Attendance at the pre-bid conference is encouraged but not required. Funding and Project Procurement This project is funded in part through the Vermont Clean Water State Revolving Fund Consequently, the following provisions apply to this WORK. 1. Bid Security in accordance with the Instructions to Bidders 2. Disadvantaged Business Enterprise (DBE) requirements 3. Performance BOND and Payment Bond each in the amount of 100% of the contract price 4. AIS (American Iron and Steel), provisions of P.L. 113-76 of the Consolidated Appropriations Act. 5. Federal Wage Rates as determined under the Davis-Bacon Act 6. Prohibition on Certain Telecommunications and Video Surveillance Services Equipment. 7. This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
