Project Overview:
The Airport Substation Transformer Upgrade Project (Project) will replace the two existing Airport Substation transformers with three new 55-MVA transformers (one will serve as a backup), the existing switchgear equipment, and other supporting electrical systems. This contract will increase capacity and improve power supply reliability and redundancy for power supply scenarios outside of normal operations. The Project is one of the two substations that provides power to the Airport, which is a campus operational twenty-four (24) hours a day throughout the year. The Airport shall remain operational at all times during the project's implementation. The Project is also located on the West of Bayshore (WOB) property owned by the Airport. The WOB property contains major utilities, water pump stations, and a biologically sensitive habitat that supports endangered species. The Airport is implementing a long-term Recovery Action Plan for the San Francisco garter snake. Services will need to be implemented in phases, and all the requirements to ensure no disruption to Airport Operations and avoid and minimize impacts to the WOB San Francisco Garter Snake Recovery Action Plan during construction should be applied.

Trade Package Title: Design Assist Electrical
Description of the Trade Package Scope of Work:
1. PHASE 1 - DESIGN /PRECONSTRUCTION PHASE
Preconstruction services include but not limited to preparing a complete design for the special systems scope of work, performing constructability reviews on all aspects of the work, developing coordinated logistics plans, participation in design review, budget updates and value engineering throughout continuous design and budget coordination and design recommendations as well as trade procurement planning.
2. PHASE 2 – CONSTRUCTION PHASE
Once the Airport & Webcor Builders have agreed upon the cost of work, Webcor Builders will issue a change order reconciling Phase 2 Construction Costs as well as assigning the construction scope. To
award the construction phase of the project, the following standards shall be met in phase 1:
• Budget is achieved or improved upon,
• Schedule is met or improved upon.
The successful Proposer shall be responsible for providing the Design Assist and Preconstruction Services during Phase 1 and upon award of phase 2, be responsible for the construction Work during Phase 2. Webcor Builders may direct Proposer to commence work of certain Early Construction Packages prior to the exercise of Phase 2.
Construction Work under Phase 2 will only commence if the Airport/Webcor Builders elects the Core-Subcontractor to exercise its Phase 2 option.
