    The purpose of this request for proposal it to acquire contracted traffic services support for the Montgomery Police Department (MPD) in accordance with the attached Statement of Work.

    Questions & Answers

    Q (SOW): The SOW identifies a dispatched position. Is this intended to be an internal dispatcher for the contractor? Is the city open to dispatching contractor personnel directly from city communications if the proposed structure fully satisfies all services, SLAs, KPIs, safety requirements, reporting requirements, and coverage needed?

    A: It is my understanding that the contractor will have an internal dispatcher to use in their dispatching process. Operationally, this would be optimal.


    Q (Price): Will lowest price be based on Year 1 or the total of all three years combined?

    A: It will be based on the total contract cost (base plus the two option years).


    Q (Pricing): Please confirm whether "lowest priced technical acceptable" means that once a proposal is found to be "technically acceptable", award will then be made solely on lowest price?

    A: That is correct.


    Q (Evaluation/Scoring): Will references, prior experience in traffic-incident response, experience in municipal contracting, and expertise and experience of the team be considered in the technical scoring?

    A: An amendment will be posted to define what will be considered technically acceptable.


    Q (No subject): If a vendor submits a proposal for an alternative model and demonstrates that model fully satisfies the required services, SLAs, KPIs, safety requirements, and coverage needed, will that proposal be deemed technically acceptable even if deployment structure differs from the mode outlines in the SOW?

    A: Yes. Item 3 of the Statement of Work states the contractor may propose an alternative staffing model. If the proposal shows that all the functional requirements of the SOW are fully met it will be considered technically acceptable.


    Q (Evaluation/Scoring): Will the city publish or describe the scoring matrix, checklist, or minimum acceptability thresholds for technical review? Example: experience of team deploying similar services, knowledge of law enforcement operations and best practices, etc.

    A: Yes. See answer to question 4.


    Q (Pricing): Publicly available City payment information reflect that a prior vendor received a substantial payment related to traffic accident response services before services were implemented, in an amount exceeding 16% of the prior contract value. Please confirm whether any vendor has received payment related to the services that are now being solicited, including startup, mobilization, planning work, reimbursable expenses, or other pre-performance activities. Is so, please explain what measures the City has taken to ensure that prior compensation does not provide that vendor an unfair competitive advantage in this RFP, including the ability to submit lower pricing based on costs previously paid by the City.

    A: An amendment is forthcoming to clarify technical capability.


    Q (Pricing): If a vendor submits a proposal for the staffing model that is outlined in the SOW, but also identifies an alternative model that satisfies all requirements, but is a lower price, should the vendor submit pricing for both models? Should the vendor only submit pricing based on the Operations and Staffing requirements outlined in Section 3 of the SOW?

    A: Submit both. The City of Montgomery is not trying to limit innovation. If there is a better way to achieve intended outcome, we want to see it and evaluate it.


    Q (Evaluation/Scoring): Please identify all criteria used to determine whether a proposal is "technically acceptable". Is it on a pass or fail basis only, or will there be technical scoring before price is considered?

    A: An amendment is forthcoming.


    Q (MBE): Section 5 of the RFP includes two links to MBE documents. One of the links is broken and does not open. Please advise where the vendor can find information on the certification process for MBE status. If a vendor is a certified MBE/DBE with the certifying agency in another state does that qualify for MBE certification in Montgomery? If a vendor is a certified MBE can they act as the prime and self-satisfy any MBE requirements for this contract?

    A: The answer to both questions is yes; however, the MBE packet still needs to be completed and submitted with the proposal. If the link is broken please email me directly and I will send you the documents.


    Q (MBE): Is there a MBE requirement for this contract? If so, can a prime that's a certified MBE self-satisfy that requirement without subcontracting to another company to ensure best quality of service?

    A: Yes.


    Q (Bid Bond): Section 6.1 of the RFP outlines requirements for a 5% bid bond if proposal exceeds $50,000. Please confirm the 5% bid bond is based on the total pricing for the 1st year of the contract only. Please confirm there is no requirement for a performance bond of payment bond on this contract.
