    The City of Turlock (hereinafter referred to as the “City”) is requesting Proposals for qualified vendors to provide comprehensive traffic signal and streetlight preventative maintenance, repair, emergency response, and related on-call services throughout the City.

    Background

    In the heart of California’s Central Valley, Turlock is the second largest city in Stanislaus County located 100 miles south of Sacramento, CA covering an area just over 16 square miles with a population of over 73,000. Turlock is a General Law City that operates under the Council/Manager form of government. The City owns and maintains signalized intersections, pedestrian signals, street lighting systems, and associated electrical traffic control devices.

    Evaluation Criteria

    • Firm Experience and Qualifications (20 pts)

      The City will evaluate the proposer’s demonstrated experience providing traffic signal and streetlight preventative maintenance and repair services for public agencies, including agencies of similar size and complexity. Consideration will be given to the proposer’s ability to perform work consistent with the preventative maintenance requirements identified in Exhibit A, as well as the proposer’s overall technical qualifications, operational capacity, and demonstrated performance on comparable contracts.

    • Staffing and Key Personnel (15 pts)

      The City will evaluate the qualifications, certifications, and experience of proposed key personnel, including the adequacy of staffing levels and supervision. Consideration will be given to the proposer’s ability to provide continuous coverage and to meet required emergency response times.

    • Approach to Scope of Services (20 pts)

      The City will evaluate the proposer’s understanding of the required scope of services, including preventative maintenance, corrective repairs, emergency response, and on-call construction services. Consideration will be given to the proposer’s proposed methods for completing inspections and repairs, ensuring compliance with applicable standards, and maintaining safe and efficient traffic operations.

    • Emergency Response and Work Order Management (15 pts)

      The City will evaluate the proposer’s ability to respond to emergency service calls within the required response times, including the proposer’s procedures for dispatch, escalation, and restoration of safe traffic operations. Consideration will also be given to the proposer’s ability to provide timely documentation and to update the City’s work order management system in real time.

    • Price Proposal (25 pts)

      The City will evaluate the proposer’s pricing for preventative maintenance services, labor and equipment rates, material markups, and overall cost reasonableness. Pricing will be evaluated for completeness, accuracy, and competitiveness. The City is not required to award the contract to the lowest-priced proposer.

    • References (5 pts)

      The City will evaluate the proposer’s references, including past performance, responsiveness, quality of work, and overall reliability on similar public agency contracts.

    • Qualified Local Vendor Preference (5 pts)

      Firms that qualify as a qualified local vendor will receive a 5% preference, up to $5,000, on all City procurement opportunities. The prime proposer must qualify under the QLV to receive preference; subcontractors will not be considered. To qualify for local vendor preference, the proposer must submit documentary proof that the vendor meets the criteria established in 2-7-09 (c)(5), Turlock Municipal Code.

Proposers are encouraged to provide additional innovative and/or creative approaches for providing the service that will maximize time and cost-effective operations or increased performance capabilities. In addition, the City will consider proposals that offer alternative service delivery means and methods for services desired.
