    The purpose of this quotation is to provide the County of Ocean with a Contractor who will supply the materials described and specified herein.

    Evaluation Criteria

    • SCOPE OF WORK

      The Contractor shall furnish all labor, supervision, equipment, materials, traffic control, permits, mobilization, disposal services, and incidentals necessary to remove existing traffic stripes and pavement markings along North Bay Avenue in Toms River, New Jersey, as directed by the County Engineer. The work shall include the removal of longitudinal traffic stripes, stop bars, crosswalk markings, arrows, legends, symbols, lane designation markings, and any other pavement markings identified by the County.

      Removal operations shall be performed utilizing high-pressure water jet technology. Alternative removal methods shall not be permitted without prior written approval from the County Engineer. The removal process shall effectively eliminate the existing pavement markings while minimizing damage, scarring, grooving, discoloration, or deterioration of the underlying pavement surface.

      The Contractor shall conduct all work in accordance with the latest editions of the New Jersey Department of Transportation Standard Specifications, the Manual on Uniform Traffic Control Devices (MUTCD), applicable OSHA requirements, and all federal, state, county, and local regulations.

      The Contractor shall coordinate all work activities with the County Engineer and shall schedule operations to minimize disruption to vehicular and pedestrian traffic.

      All debris, slurry, wastewater, residue, and removed pavement marking materials generated during the removal process shall be collected, contained, transported, and disposed of by the Contractor in accordance with all applicable environmental regulations. No debris, slurry, or residue shall be permitted to enter storm drains, waterways, or adjacent properties.

      The Contractor shall be responsible for protecting existing roadway infrastructure, utilities, drainage structures, curbing, landscaping, and adjacent improvements from damage resulting from the work. Any damage caused by the Contractor shall be repaired or replaced at no additional cost to the County.

      The Contractor shall maintain safe access for motorists, pedestrians, emergency vehicles, residents, and businesses throughout the duration of the project.

    • DELIVERY OF GOODS AND SERVICES

      Delivery of items shall only be made upon receipt of a Purchase Order issued by the Ocean County Department of Purchase, upon which delivery locations and needed quantities shall be indicated.

    • EQUIVALENT PRODUCT

      For purpose of evaluation where an equivalent product is being furnished, bidder must indicate any variation to our specifications no matter how slight. If no variations are indicated, it will be construed that the bid fully complies with our specifications.

    • TRAFFIC CONTROL REQUIREMENTS

      The Contractor shall furnish, install, maintain, relocate, and remove all traffic control devices necessary for the safe execution of the work. Traffic control shall conform to the requirements of the latest MUTCD, NJDOT standards, and any additional requirements established by the County Engineer.

      Traffic control measures may include, but shall not be limited to:

      Temporary warning signs.

      Cones and channelizing devices.

      Arrow boards.

      Barricades.

      Flaggers.

      Lane closures.

      Temporary traffic patterns.

      Work zone safety devices.

      The Contractor shall continuously monitor and maintain all traffic control devices during active operations and shall immediately correct any deficiencies.

      The Traffic Control pay item shall include all costs associated with maintenance and protection of traffic, including signs, cones, barricades, flaggers, arrow boards, lane closures, and all other devices and personnel required to safely perform the work.

       

    • MEASUREMENT AND PAYMENT

      Removal of Traffic Stripes shall be measured by the linear foot of stripe removed and accepted by the County.

      Removal of Traffic Markings shall be measured by the square foot of marking removed and accepted by the County.

      Traffic Control shall be paid on a lump sum basis and shall include full compensation for furnishing, installing, maintaining, relocating, monitoring, and removing all traffic control devices and personnel necessary to complete the work.

      Payment shall constitute full compensation for all labor, equipment, materials, mobilization, disposal, cleanup, supervision, insurance, overhead, profit, and all incidental costs required to complete the work.

    • TAX EXEMPT

      The County of Ocean is exempt from any State sales tax or Federal excise tax.

    • Certificate of Insurance

      Upon contract award, when a Certificate of Insurance is required, it shall be provided to Ocean County listing the County as an additional insured, as follows:

    • CONTRACTOR REQUIREMENTS

      The Contractor shall have a minimum of three (3) years of experience performing pavement marking and traffic stripe removal utilizing high-pressure water jet technology and shall provide references upon request.

    • RESTORATION

      Any pavement damage resulting from the Contractor's operations shall be repaired at the Contractor's expense to the satisfaction of the County Engineer.

       

    • TIMELINE

      All work shall be completed within thirty (30) calendar days from issuance of Notice to Proceed unless otherwise approved by the County Engineer.
