The City of Kingman, Arizona ("City) is soliciting proposals from qualified firms for revenue-generating interior and exterior bus advertising services for its bus system. Services include, but are not limited to, the sale and placement of advertising, executive and administrative management, coordination of advertising production, maintenance of advertising, customer relations, preparation of reports of financial and other matters pertaining to the service, and such other work as may be necessary to comply with the requirements contained in the contract specifications with a contract term of one (1) year. Proposals are due by 3:00 pm, Arizona time, on Tuesday, April 14, 2026. The City may reject any proposal not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any proposal when cancellation is in the best interest of the City.
Qualified firms must have the ability to understand the project's goals, scope, and requirements, and to provide a comprehensive and compelling proposal that showcases their experience and capabilities..

Proposers wishing to submit questions regarding this RFP must do so by 3:00 pm, Arizona time, on Monday, March 30, 2026. Questions must be submitted through the procurement portal.

Mailed, faxed, hand-delivered, and e-mailed proposals will not be accepted. Mailed proposals will be disposed of, unopened, and will not be returned to the Proposer.

The City of Kingman operates under a Council-Manager form of government, led by an elected seven-member Council. The Council consists of the Mayor, Vice Mayor, and five Councilors. The Mayor and Council are elected by a city-wide election. The Council appoints the City Manager, who is the Chief Administrative Officer of the City. The Council meets on the 1st and 3rd Tuesdays of each month. The City Council holds the authority to award contracts for formal purchases of $50,000 or greater. Proposer hereby acknowledges it is the responsibility of the Proposer to ensure they have received all Addendums and responses to questions. Solicitation Addenda will be posted to the RFP on the City's OpenGov procurement portal where the RFP is posted. Vendors that have registered at https://procurement.opengov.com/portal/cityofkingman and who also follow the City of Kingman will receive email notifications of addenda.

Upon evidence that collusion exists among Proposers, none of the Proposals of participants in such collusion will be considered. All involved Proposals shall be rejected. Proposals in which prices are unbalanced may be rejected. The Proposer will be required to complete, notarize and submit a "No-Collusion Affidavit" upon request by the City.

A: Yes, "To advertise here, contact ...." is acceptable promotional advertising. Photos of the interior advertising space will be added. Images of exterior advertising space are shown on Exhibit A.
