    NOTICE OF REQUEST FOR PROPOSALS

    Transit Advertising

    2026-RFP-002

     

    The City of Kingman, Arizona ("City) is soliciting proposals from qualified firms for revenue-generating interior and exterior bus advertising services for its bus system. Services include, but are not limited to, the sale and placement of advertising, executive and administrative management, coordination of advertising production, maintenance of advertising, customer relations, preparation of reports of financial and other matters pertaining to the service, and such other work as may be necessary to comply with the requirements contained in the contract specifications with a contract term of one (1) year. Proposals are due by 3:00 pm, Arizona time, on Tuesday, April 14, 2026. The City may reject any proposal not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any proposal when cancellation is in the best interest of the City.

    Qualified firms must have the ability to understand the project's goals, scope, and requirements, and to provide a comprehensive and compelling proposal that showcases their experience and capabilities..

    Proposers wishing to submit questions regarding this RFP must do so by 3:00 pm, Arizona time, on Monday, March 30, 2026. Questions must be submitted through the procurement portal.

    The City of Kingman is a municipal governmental entity providing a full range of utility services, including water, wastewater, and solid waste. The City of Kingman also provides police and fire protection services, planning and zoning, building and life safety, tourism, economic development, municipal court, public transit, airport, recreation, golf, parks, pools, street maintenance, and various administrative support services.

The Council meets on the 1st and 3rd Tuesdays of each month. The City Council holds the authority to award contracts for formal purchases of $50,000 or greater.       The proposal package shall include at a minimum, in this order: 

      1. Cover Letter: Provide a cover letter that confirms the Proposer’s understanding of this RFP, and provide an overview of the history and qualifications of the firm.
      2. Sample Contract with Terms and Conditions
      3. A detailed response to all requirements (as listed in Section 3. Proposal Instructions and Requirements).
      4. A sufficient description of the experience and knowledge base of the Proposer to show the Proposer’s capabilities should be included in the proposal. At a minimum, the description of the experience and knowledge base of the Proposer included in the proposal should include:
        1. A brief description of the history and mission of the Proposer, the length of time the Proposer has been in business, a description of the Proposer’s organizational culture and a description of the Proposer’s customer make-up;
        2. A statement of how long the Proposer has provided services similar to the Services requested herein;
        3. A general description of the Proposer’s experience and background in providing services similar to the Services requested herein;
        4. Any other relevant information about the experience and knowledge base of the Proposer which is deemed to be material; and,
        5. Disclosure of any past or pending litigation.

    Q (Advertising): Is applying promotional on the buses "advertise here contact...." an option to help promote the sale and who to contact? Do you have any images of space available exterior and interior?

    A: Yes, "To advertise here, contact ...." is acceptable promotional advertising. Photos of the interior advertising space will be added. Images of exterior advertising space are shown on Exhibit A.
