Notice to purchasers on use of FTA funds: National Defense Authorization Act for Fiscal Year 2020 Section 5323(u) limits the use of Federal Transit Administration (FTA) funds, and in some circumstances local funds, to procure rolling stock from certain transit vehicle manufacturers. This is in compliance with FTA guidance, for more information the FTA has published a FAQ page regarding the use of funds on rolling stock contracts. This contract is a State Cooperative Purchasing Schedule Contract under Section 3019 of the FAST Act and compliant with FTA Guidelines. The state of Washington, through DES, has contracted with Contractors to provide transit buses and related equipment to multiple participants, including transit organizations from other states. Cooperative Agreements If your state or organization would like to purchase from this contract, Enterprise Services requires a signed agreement with the state or the individual agency with authority to enter into an agreement with DES. The relevant state agency with authority to join a cooperative must complete a Washington Transit Bus Cooperative Agreement. This agreement only needs to be completed once one the state level. Any purchasing entity must complete a Washington Transit Bus Cooperative Purchasing Agreement. This agreement is with individual entities and governs the use of the Washington Master Contract for Transit Buses.
