    The City of Mountlake Terrace will receive and accept sealed bids for this solicitation through QuestCDN.com via their VirtuBid online bid service or at the Permitting counter located at City Hall, 23204 58th Ave West, Mountlake Terrace, WA 98043. Bids will be received until 2:00 p.m., Pacific Time, on Tuesday, April 21, 2026. Bids received will be opened and read aloud during a virtual public bid opening, to be held at the day and time of the bid closing utilizing video conference as detailed in the Bidder’s Instructions. This project is supported with federal funding from Federal Highways Administration. The project involves construction of a landscaped pedestrian plaza. Primary elements of construction include TESC, site excavation and grading, structural earth wall (incorporating both soil and lightweight (geofoam - backfill), storm drainage collection, reinforced concrete retaining walls, pedestrian seating, decorative (granite) wall caps, decorative concrete site paving and jointing, pedestrian railings, site lighting, signage, landscaping and irrigation. The FSBE goal for this project is 13%. There is no federal training goal for this project. The estimated cost of construction is between $1,500,000 – $1,800,000. All contractors must be licensed in the State of Washington to conduct business.
