    Description

    Cecil County, Maryland is interested in generating revenue through the sale of advertising space on the interior and exterior of Cecil Transit’s  vehicles and on bus shelters located throughout Cecil County and is seeking proposals from qualified agencies to manage the sale, production, installation, and maintenance of said advertising. Cecil Transit’s vehicles travel nearly 600,000 miles per year throughout Cecil County providing about 90,000 trips.

    Background

    Cecil Transit, a division of Cecil County’s Department of Community Services, provides public transportation services consisting of fixed route and demand response in Cecil County, Maryland.  The current fleet consists of the following:

    • 5 35’ El Dorado Passports 
    • 4 30’ El Dorado Passports
    • 11 Coach and Equipment 16 passenger E450 cutaways
    • 5 Dodge Entervans

    Cecil Transit’s fixed route services operates Monday through Saturday from approximately from 4:45 AM until 10:30 PM and traverses nearly 300,000 miles annually.  Cecil Transit provides a county-wide demand response service that operates Monday through Friday from 7:30 AM – 4:30 PM and traverses approximately 165,000 annually.  Lastly, Cecil Transit utilizes 5 mini vans which accumulate about 100,000 annually to provide an on-demand micro transit style service that operates within a 72 square mile zone surrounding Elkton, Maryland.  The fixed routes system is comprised of three distinct routes including the following:

    • Cross County Connection connects the municipalities of Elkton, North East and Perryville via U.S. Route 40. Two vehicles operate on this route providing bi-directional service.
    • Glasgow Connection connects downtown Elkton, residential areas on Landing Lane and Whitehall Road, and Glasgow, Delaware.  This route traverses major routes including 213 from Whitehall Road north into Elkton and 40 from western portions of Elkton to People’s Plaza in Newark, Delaware.
    • Elkton-Newark Connection provides connections between Elkton and Newark, Delaware via Route 40 East, 896 North and 270 East with major stops including the Newark Train Station and the Newark Transit Hub.
    • Cecil Transit has 15 bus shelters located in Cecil County concentrated on and near Route 40 .  The attachments include a list of the measurements of each bus shelter and the coordinates for each location.

      The bid price attached is to include and cover the furnishing of all equipment, materials, and labor requisite and proper and the providing of all necessary machinery, tools, apparatus, and means for performing the work, and described, and shown in the plans and specifications within the prescribed time. If this proposal shall be accepted by said County and the undersigned shall refuse or neglect within ten days after receiving the Contract for execution to execute the same, and to give stipulated bond, then said County may at their option determine that the bidder has abandoned the Contract; and thereupon the proposal and the acceptance thereof shall be null and void; and the deposit accompanying the proposal shall be forfeited to and become the property of the County.

    • Total Bid Amount (required)

      The Bid Form lists all anticipated work tasks, the unit of measure and estimated quantities. The bidders shall insert as indicated a unit price or lump sum price for each listed work task and multiply that price by the quantity to arrive at an extended total for each work task. All extended prices are then summed to arrive at the Total Bid Amount for the project. The bid will be awarded to the bidder that has the lowest total bid price and is responsive and responsible as defined in the bid/contract documents.

      By confirming, the bidder swears (or affirms) under the penalty of perjury that the Bidders, its agents, servants, and/or employees, to the best of their knowledge and belief, have not in any way colluded with anyone for and on behalf of the Bidder, or themselves, to obtain information that would give the Bidder any unfair advantage over others, nor have to gain any favoritism in the award of any contract resulting from this bid. By confirming this bid form, I acknowledge that I have read the entire bid package.

    Q (Vendor for Installation): Good morning, I was wondering if this bid was more geared towards businesses who would be getting their advertising on the fleet or for vendors who could design, produce and install the graphics on the fleet. We are a full service sign and graphic shop who has plenty of experience in fleet graphics for everything from passenger vehicles to buses all the way up to airplanes. Any insight would be greatly appreciated!
