      Evaluation of the proposer's organizational structure, availability of qualified personnel, staffing plan, project management approach, supervisory personnel, certified arborists, crew qualifications, safety program, emergency response capabilities, and overall capacity to perform the required services throughout the contract term. The City will consider the firm's ability to provide adequate staffing levels, equipment resources, and continuity of service.

    • Qualifications, Experience, and References (30 pts)

      Evaluation of the firm's experience providing tree trimming, tree removal, stump grinding, and emergency tree services for municipalities or similar public agencies. Consideration will be given to the firm's years of experience, qualifications of key personnel, professional certifications, successful completion of comparable projects, demonstrated safety record, and the quality of references from current or former clients.

      Evaluation of the proposer's understanding of the City's needs and the proposed methodology for completing the work. This includes work planning, scheduling, quality control procedures, communication with City staff, emergency response procedures, traffic control, environmental stewardship, debris disposal practices, protection of public and private property, and overall approach to delivering efficient, safe, and high-quality services.

      Evaluation of the proposed pricing schedule, including unit prices, hourly rates, emergency response rates, equipment rates, and overall cost competitiveness. Pricing will be evaluated for reasonableness, completeness, transparency, and overall value to the City. The City reserves the right to evaluate pricing in conjunction with the technical proposal to determine the proposal offering the best overall value rather than the lowest price.

All Proposers, as a condition of and prior to entry into a contract, agree that a complete background investigation of the principals of the Proposer and all employees who will work on the project may be made. Proposers agree to cooperate with the appropriate City of Aurora personnel to supply all information necessary to complete these investigations. The City of Aurora in its complete discretion may disqualify any Proposer, including low Proposer, and may void any contract previously entered into based on its background investigation.
