Trunk Sewer Inspection Services

The Washington Suburban Sanitary Commission, MD ( "WSSC"), is soliciting sealed responses for Trunk Sewer Inspection Services. Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Thursday, August 20, 2026. Late responses will not be accepted.

It is the intent of WSSC Water to obtain Consultants who shall provide all engineering, labor, parts, materials, services and equipment necessary for the inspection of trunk sewers 15-inch in diameter and larger and their associated manholes, located in wooded rights-of-ways and running along and crossing streams. The work consists of, but shall not be limited to, project management; locating, marking, opening, inspecting, and properly closing trunk sewer manholes; inspecting exposed pipes; inspecting stream crossings; documenting and dye testing all exposed sewers; and other source detection efforts and providing longitude and, latitude coordinates for all manholes and exposed sewers located in wooded rights-of-ways including those sewers less than 15 inches. Work is generally clustered by basin throughout the sanitary district where WSSC Water maintains approximately 625 miles of trunk sewers. However, the Consultant shall be required to complete work at each site regardless of location. No additional compensation or special consideration will be given to the Consultant in instances where the job sites are widely scattered throughout the bi-county area.

Background

The Washington Suburban Sanitary Commission (Commission) is a bi-county agency and public corporation of the State of Maryland, established in 1918 to provide water supply and wastewater services to residents and businesses in Montgomery and Prince George’s Counties. The Commission is among the largest water and wastewater utilities in the nation, with a network of nearly 5800 miles of fresh water pipeline and over 5,600 miles of sewer pipeline. Our service area spans nearly 1,000 square miles in Prince George’s and Montgomery counties, and approximately 2 million served through approximately 500,000 customer accounts. WSSC Water drinking water has always met or exceeded federal standards.

Evaluation Criteria

• Key Personnel (25 pts) —

  The Proposer must provide a list of all personnel who will be working on this project for the Commission.

  1. Personnel shall include but not be limited to all listed Key Personnel, laborers and subcontractors working for WSSC
  2. A resume shall be provided for all personnel, which shall include their role/title, number of years of relevant experience, and a list of all relevant certifications and qualifications.
  3. Each resume should include two (2) references and contact information for these references.
  4. All resumes should outline the personnel’s years of experience, use the provided standard resume format, and be no more than 1 page in length per individual

   

• Firm's Experience (30 pts) —

  This section addresses the extent of the Prime Consultants Team (Consultant and Subconsultants) past experience in providing similar services, the information below must be on company letterhead.

  A.    Provide documentation on company letterhead demonstrating that your company the Prime Consultant has experience in managing at least five (5) projects that are similar in size and scope.

  B.    Provide documentation on company letterhead that demonstrates your firm has been in business for a minimum of five (5) years in North America.

• Technical Approach (20 pts) —

  Provide documentation that demonstrates your proposed team understands the project, including an overall technical approach for the items described in Part IV, Scope of Work. Provide documentation on company letterhead that demonstrates your team has the professional resources and capacity to handle this project, including the names of the Prime’s and Sub-contractor’s team.

  1. Provide a detailed narrative demonstrating the Proposer’s understanding of:
     1. Trunk sewer inspection objectives, including:
        1. Condition assessment of trunk sewers (≥15-inch diameter)
        2. Manhole inspections in accordance with MACP standards
        3. Inspection of exposed sewers and stream crossings
        4. Identification of inflow/infiltration (I/I) sources and structural defects
     2. Operational challenges associated with:
        1. Wooded rights-of-way
        2. Stream crossings and environmentally sensitive areas
        3. Widely dispersed basin-based work assignments
     3. WSSC expectations for:
        1. Data accuracy and GIS integration
        2. Immediate reporting of a critical defect
        3. High-volume inspection documentation and media management
  2. Describe in detail the proposed methodology for performing field inspections, including:
     1. Manhole inspection procedures (including CNO/CNL/CNA handling protocols)
     2. Sewer main and lateral observation through manhole lamping
     3. Inspection of:
        1. Structural defects
        2. Capacity restrictions (grease, debris, root intrusion, sags)
        3. Evidence of I/I, surcharging, and exfiltration
     4. Procedures for:
        1. Stream crossing evaluations
        2. Exposed pipe condition assessments
        3. Identification of imminent failure conditions
     5. Approach for working in:
        1. Deep or restricted rights-of-way
        2. Environmentally sensitive or access-limited areas
  3. Provide a detailed plan for performing inspections in challenging environments, including:
     1. Access strategies for:
        1. Heavily wooded or overgrown rights-of-way
        2. Stream banks, wetlands, and erosion-prone areas
        3. Remote or inaccessible sewer alignments
     2. Methods for minimizing environmental impact during field activities
     3. Traffic control, permitting, and coordination strategies
  4. Provide a comprehensive QA/QC plan addressing:
     1. Field-level quality control procedures
     2. Data validation methods prior to submission
     3. Error detection and correction processes
     4. Media (video/photo) quality assurance protocols
     5. Internal review structure (who reviews what and when)
     6. Compliance with WSSC inspection standards and NASSCO MACP requirements
  5. Describe the approach for managing, processing, and delivering large volumes of inspection data, including:
     1. Data capture tools and field-to-office workflows
     2. GIS integration strategy with WSSC geodatabases
     3. Handling of:
        1. Missing or unmatched GIS assets
        2. Newly discovered infrastructure
• Price (25 pts) —

   1. The Offeror must provide a comprehensive price proposal that demonstrates the value and competitive of their pricing structure.  Merit will be assigned based on the "value" of the proposed price.  This factor will evaluate the team's overhead rates, multipliers, and hourly rates.  Lower rates and multipliers will receive higher scores.
