    NOTICE is hereby given, that sealed bids for the Town of Tupper Lake, Tupper Lake Train Station Site Enhancement Project, complete, will be received until 12 June 2026 at 2:00 pm at the Town of Tupper Lake Office, 120 Demars Blvd, Tupper Lake, NY 12986, (518) 359-9261, at which time they will be opened and publicly read. Bids shall be submitted in sealed envelopes, addressed to the Town Clerk, and shall bear on the face thereof, the name and address of the bidder and the appropriate contract title “Town of Tupper Lake, Tupper Lake Train Station Site Enhancements Project.” Refer to the Schedule of Important Dates and Times for award date, substantial completion and final completion. Refer to the Plans and the Specifications, and all labor, tools, materials and equipment necessary to complete required work for the Town of Tupper Lake, Tupper Lake Train Station Site Enhancement Project, Tupper Lake, New York. The Town of Tupper Lake is a municipal entity and is exempt from paying sales and compensating use taxes of the State of New York, and its cities and counties, on all materials to be incorporated into the work. Schedule of Important Dates and Times Pre-Bid Meeting: 28 May 2026 - 11:00 am, on site End of Questions: (Close of Business) 4 June 2026 Addendum: 11 June 2026 Bids Due: 19 June 2026 – 2:00 pm Anticipated Award Date: 30 June 2026 Substantial Completion: 30 October 2026 Final Completion: 6 November 2026 Electronic copies of Bid Documents may be obtained from North Woods Engineering by sending written request to info@north-woods-engineering.com Only Registered Plan Holders shall be allowed to submit a bid. (Phone requests will not be honored.) Addenda, if any, will be issued only to those persons whose name and address are on record as having obtained the contract documents from North Woods Engineering. This project is funded by the New York State Department of Environmental Conservation, Adirondack Park Community Smart Growth Program, through appropriations from the New York State Environmental Protection Fund (EPF), Contract Numbers C02607 and C03387GM. All work performed under this contract is subject to the terms and conditions of those grant agreements. This project is subject to the requirements of New York State Executive Law Article 15-A and 5 NYCRR Part 142 governing participation by Minority and Women-Owned Business Enterprises (MWBEs). New York State has established an MWBE participation goal of 30% for this contract. MWBE Utilization Plan. Each bidder must submit a completed MWBE Utilization Plan with its bid. The Utilization Plan form is included in the Project Manual. The Plan must identify the certified MWBE subcontractors or suppliers the bidder intends to use, describe the work to be performed, and state the estimated dollar value or percentage of contract work each MWBE will perform. Failure to submit a completed MWBE Utilization Plan may result in a finding of non-responsiveness. Good Faith Efforts. Bidders that are unable to meet the 30% MWBE goal must file a Waiver Request and detail their Good Faith Efforts (GFE) to solicit MWBE services. The Waiver Request form is included in the Project Manual. Advertising in the NYS Contract Reporter alone does not constitute sufficient Good Faith Effort. Bidders must actively engage and solicit certified MWBE firms. Required GFE documentation includes: • A completed MWBE Solicitation Log identifying each firm directly solicited. • Copies of solicitations sent and any responses received. • Copies of all searches of the MWBE directory, including searches that returned no certified firms for a specific scope. • A detailed explanation of any circumstances unique to the contract that deterred meeting the goal. The directory of certified New York State MWBEs is available at https://ny.newnycontracts.com. For assistance, contact MWBE@dec.ny.gov. This project is subject to the requirements of New York State Executive Law Article 17-B governing participation by certified Service-Disabled Veteran-Owned Businesses (SDVOBs). New York State has established an SDVOB participation goal of 6% for this contract. SDVOB Utilization Plan —Each bidder must submit a completed SDVOB Utilization Plan on Form SDVOB-100 with its bid. The Plan must identify the certified SDVOB subcontractors or suppliers the bidder intends to use, describe the work to be performed, and state the estimated dollar value or percentage of contract work each SDVOB will perform. A bid may be found non-responsive and disqualified if the bidder fails to submit a completed SDVOB-100 Utilization Plan. Form SDVOB-100 is included in this Project Manual. Good Faith Efforts. Bidders that cannot meet the 6% SDVOB goal must document Good Faith Efforts in accordance with 9 NYCRR §252.2(n). Bidders that are unable to meet the goal may submit a request for waiver on Form SDVOB-200 together with their SDVOB Utilization Plan. The directory of certified New York State SDVOBs is available at https://ogs.ny.gov/veterans/. A bid may be disqualified as non-responsive if the bidder: • Fails to submit an SDVOB-100 Utilization Plan or a Request for a Waiver documenting a Good Faith Effort to solicit SDVOBs firms. The successful bidder shall procure and maintain, at its own expense and without expense to the Town or the State, the insurance coverages described in the Section Supplemental Conditions of the Project Manual for the duration of the contract. Certificates of insurance and required endorsements must be submitted to the Town within 10 days of contract award and prior to the commencement of any work. Any delay resulting from failure to provide required insurance shall not constitute grounds for a delay claim. Bid selection will be made to the lowest qualified, responsible Bidder. The Town of Tupper Lake reserves the right to reject any or all Bids, to waive any informality therein, and to select the Bid, the acceptance of which, in its judgement, will best assure the efficient performance of the Work.
