    Notice to Bidders and Newspaper Advertisement The State University of New York at Upstate Medical University will receive sealed bids for project number ­­­151222/1540 titled UH Gamma Knife Building Renovation until 2:00 p.m. local time on February 12th, 2026, at Sarah Loguen Center, 2nd floor room number 2008, where such proposals will be publicly opened and read aloud. Delivered to: Mrs. Ivy Moshier/Mrs. Jeanie Pender Contracts & Campus Purchasing SUNY Upstate Medical University Dr. Sarah Loguen Center, 2nd floor 650 South Salina Street, Room 2050 Syracuse, New York 13202 Where such proposals will be publicly opened and read aloud. Proposals may be hand delivered or mailed to the above location and must be received at such time. Scope of work is to include all necessary labor, material and equipment for the renovation of the existing Gamma Knife Building interior located at the first floor / ground level and consisting of approximately 4,000 SF. Renovation focuses on replacement of the gamma knife equipment and incorporating associated program spaces required to meet current regulations, and full interior finish upgrades. Finishes within the Vestibule(s) connecting the Gamma Knife Building to Main Hospital will also be upgraded. Exterior Work involves full roof replacement and upgrade of approximately 4,900 SF and includes removal and infill of a large, abandoned access hatch, installation of new large access hatch, new AHU, and new PVC roofing over upgraded insulation. Perimeter roof rail to be added. Exterior wall assemblies in 2 limited locations will be infilled to accommodate new program / interior design. Construction is anticipated to be performed in 2 Phases. This project anticipates a typical schedule of 2nd shift during Phase 1 (occupied clinical areas within the building) to accommodate the needs of the Gamma Knife departmental operations and limit disruptive Work during patient care hours. Phase 2 may resume normal shift hours as the building will be unoccupied. All work on this Contract is to be completed within 240 calendar days after the date of the Notice to Proceed. Bidding and Contract Documents may be examined free of charge at the campus and at the following locations. Complete sets of Contract Documents for bidding may ONLY be obtained from: Syracuse Blue Print Company on 825 East Genesee Street, Syracuse, New York 13210 (contact number: 315-476-4084 and Fax 315-4764006) Section 143 of the State Finance Law requires payment of a deposit to receive these documents. Accordingly, a deposit check of $49.99 made payable to SUNY Upstate Medical University is required. Deposits less than $50.00 are nonrefundable. Deposits will be waived for certified Minority and Women Owned and Service-Disabled Veteran Owned Businesses. (Under SFL 143 the campus has the option to waive the deposit requirement where bid documents “are made available and obtained electronically or in any non-paper form by the agency”. If the campus wishes to waive the deposit for all bidders, delete the above paragraph). No pre-bid conference and project walk-through will be held. No individual walk‑throughs will be provided. Photographs of the site or a video walk though can be made available in an addendum. Pursuant to State Finance Law §139-j and §139-k, this solicitation includes and imposes certain restrictions on communications between the University and potential bidders during the procurement process.
