The City of Turlock (hereinafter referred to as the “City”) is requesting Proposals for qualified vendors to provide professional, unarmed private security services to support public safety, customer interaction, and infrastructure protection, as appropriate to the Turlock City Hall, Roger K. Fall Transit Center and the Stanislaus Regional Water Authority (“SRWA”) facility. The Contractor shall be responsible for determining the staffing models, patrol methods, schedules, and operational practices necessary to meet the standards and service objectives set forth herein.
This solicitation, which is administered by the City of Turlock (City) for the benefit of the City and SRWA, is expected to result in two agreements: one with each entity. The base term for both agreements shall be for a period of five (5) years.
In the heart of California’s Central Valley, Turlock is the second largest city in Stanislaus County located 100 miles south of Sacramento, CA covering an area just over 16 square miles with a population of over 73,000. Turlock is a General Law City that operates under the Council/Manager form of government.
Include ability to provide the requested scope of services, recent experience conducting work of similar scope, complexity, and magnitude for other public agencies of similar size, references.
Includes an understanding of the RFP and of the project’s scope of services, knowledge of applicable laws and regulations related to the scope of services.

Firms that qualify as a qualified local vendor will receive a 5% preference, up to $5,000, on all City procurement opportunities. A qualified local vendor is defined as any individual, partnership, or corporation which has a place of business within the corporate limits of the City of Turlock for at least one (1) year prior to the transaction for which preference is claimed by the vendor and has a current business license issued by the City. Post office boxes do not qualify as a verifiable business address.

Live Scan will be conducted on all security guards under the awarded agreement at no cost to the City. A copy of each Live Scan for each security guard for all sites will be provided to the City in advance prior to the security guard taking their post. In the event a replacement security guard is needed at one of the sites, a security guard will be provided from a City pre-approved list.
