    MANDATORY PRE-BID MEETING ON MAY 5, 2026, AT 10:00 AM Pre-bid Meeting Location (Mandatory): 9900 Brick Church Rd., Cambridge, OH 43725 Project Name: UPC EAST 2026 Project Description: The Ohio Department of Natural Resources, Division of Mineral Resources Management (DMRM) is seeking bids for small, abandoned mine land emergency reclamation projects grouped together under one Unit Price Contract (UPC). Thirty Ohio coal bearing counties will be divided into three geographic regions (East, North & South) with each region covered by a separate Unit Price Contract. The DMRM will conduct one mandatory pre-bid meeting which shall cover all three regions. Bid opening will be 14 days after the pre-bid. The East 2026 Emergency Unit Price Contract shall extend for one year running from July 1, 2026 (subject to change), to June 30, 2027, and will include abandoned mine land emergency reclamation projects identified in the following counties: Belmont, Guernsey, Harrison, Jefferson, Monroe, Noble and Washington. This UPC shall include smaller emergency projects that include, but are not limited to, pothole subsidence, small gob fires, small landslides, and investigations for future projects. These projects will stem from landowner complaints. The project sites are often in residential areas with tight access. No specific project site exists at this time. The line items listed on the Bid Schedule are intended to cover approximately twelve (12) small projects based on historic workload. The UPC shall involve various types of small projects that require use of materials and methods provided for in the Bid Schedule. Each small project shall be initiated by a work order. The work order shall include the project name, project number, address of work, list of landowners, a description of the work to be completed, and an estimate of the quantities to be used.
