    Description

    The City of Modesto (City) is soliciting Request for Qualifications (RFQ) for Upgrade Traffic Operations Control Room for the City of Modesto. Submittals are due before 11:00 am on Tuesday, May 19, 2026.

    Background

    The City of Modesto received a Congestion Mitigation and Air Quality (CMAQ) federal grant to upgrade our Traffic Operations Control (TOC) room located at 1010 Tenth Street, Suite 4559, Modesto, CA. The City of Modesto is requesting qualifications and related experience to this type of transportation engineering project to establish a prequalified list of firms that will be invited to bid on the project.  The City of Modesto intends to award one construction contract for the delivery of this project. The award will be based on lowest responsible and responsive total base bid.

    Submission Requirements

    • COVER LETTER

      A cover letter introducing the firm and its commitment to provide services to the City of Modesto, and the construction team that highlights key attributes of the required services, the team’s approach toward construction and the contractor’s commitment to provide services to the City of Modesto shall be included. Name and contact information for firm’s representative who has authority to negotiate and execute contracts.

    • CONTRACTOR EXPERIENCE

      The proposed contractor’s traffic operation room construction experience. For the prime contractor, and any sub-contractor, provide the following information:

      • Names of superintendent indicating experience, time with the firm, relevant background.
      • Office address(es) from which services will be supported, percentage of work, and/or category of work to be performed in each office.
      • Listing of experience for three completed similar projects, including construction services provided; type, size, and cost of project constructed; completion date; and name, address, and phone number of knowledgeable owner representative.
      • Key issues and challenges, and how they were resolved.
      • Specialty areas addressed and sub-consultant involvement.
      • Experience and ability to meet projects requiring Disadvantaged Business Enterprise (DBE) goals. Under Caltrans directions DBE is not being considered at this time.
    • PROJECT MANAGER

      The Contractor’s Project Manager (PM) is defined to be the individual within the prime contractor’s firm who is directly responsible for and engaged in leading the required services. The PM must be knowledgeable and experienced in all aspects of the construction of a traffic operations control room.

      The Statements of Qualifications (SOQ) shall include the following information demonstrating the PM’s knowledge, experience, and availability:

      • Name and title, years of experience with the prime contractor’s firm, and years of experience with other firms.
      • Specializations in fiber optic work, if any.
      • Representative experience for not more than five recently completed projects, similar in scope or a portion thereof. In addition, provide information on all projects that are currently in progress to which the PM is committed:
        • Owner, project description (including size), location and completion date. If project is in progress, provided estimated completion date and level of commitment.
        • Name, address, and phone number of knowledgeable owner representative.
        • Firm with which the individual was employed during project experience.
        • Contractor services for which the individual was directly responsible; service/functions directly performed by individual (not just job title). 
    • OTHER KEY PROJECT STAFF (LIMIT TO 6 INDIVIDUALS)

      Contractor and other key personnel shall have construction experience in the construction or modification of traffic operation control rooms. Provide for each individual:

      • Name and title, years of experience with the prime contractor, and years of experience with other contractors.
      • Specific project responsibility and functions to be performed.
      • Specializations fiber optic work, if any.
      • Representative experience for not more than three recently completed projects similar in scope to the services requested. In addition, provide the following information on all projects that are currently in progress to which the team members are committed:
        • Owner, project description (including size), location and completion date. If project is in progress, provide estimated completion date and level of commitment.
        • Name, address and phone number of knowledgeable owner representative.
        • Firm with which the individual was employed during project experience.
        • Contractor for which the individual was directly responsible; service/functions directly performed by individual (not just job title).
    • CONFLICT OF INTEREST STATEMENT

      The proposing Contractor shall disclose any financial, business or other relationship with the City of Modesto that may have an impact upon the outcome of the contract or the construction project. The Contractor shall also list current clients who may have a financial interest in the outcome of this contract that will follow. The proposing Contractor shall disclose any financial interest or relationship with any construction company that might submit a bid on the future projects.

    • LITIGATION STATEMENT

      Indicate if the proposing Contractor was involved with any litigation in connection with prior projects. If yes, describe the nature of the litigation and the result.

    • FEDERAL-AID PROVISIONS

      The proposing Contractor’s services are federally funded, which necessitate compliance with additional requirements. The proposing Contractor shall complete and submit the following form with the proposal to be considered responsive.

      • Disclosure of Lobbying Activities (LAPM 10-Q)

      The forms and instructions are provided below for the proposer in 12.5. Disclosure of Lobbying Activities (LAPM 10-Q)*.

      Upon award and through completion of the project, the successful proposing Contractor will be required to follow applicable federal-aid requirements and shall complete and submit with the agreement the following forms at the time of award:

      • Any other relevant forms required during the project

      Contractor shall demonstrate familiarity of providing services for federally funded projects and has clear understanding of requirements/needs to facilitate the project through Caltrans Local Assistance and Local Assistance Procedures Manual.

    • CONTRACT AGREEMENT

      The successful contractor will be required to submit an executed contract upon project award.

      A sample federal contract is attached, see Attachment D - Appendix A- Sample Federal Contract.  Please review the sample agreement carefully with your legal and/or insurance representative. 

      A contract will not be awarded to a contractor without an adequate financial management and accounting system as required by 48 CFR Part 16.301-3, 2 CFR Part 200, and 48 CFR Part 31.

    • BOND FORMS

      The successful contractor will be required to provide the following contract bonds upon project award:

      • Within 5 business days after receipt of the Notice of Award, the Contractor shall submit to the Engineering Services Director one Performance Bond in the amount of 100 percent of the total cost of the contracted work.  A sample Performance Bond form is included in an appendix.
      • Within 5 business days after receipt of the Notice of Award, the Contractor shall submit to the Engineering Services Director a Payment Bond in the amount of 100 percent of the total cost of the contracted work and shall secure the obligations set forth in Section 9100 of the Civil Code of the State of California.  A sample Payment Bond form is included in an appendix.
      • Prior to issuance of the Notice of Completion for the Improvements, the Contractor shall file with the City a Warranty Bond or equivalent security in the amount of 10 percent of the Estimated Cost of the Improvements to guaranty and warranty the Improvements for a period of one year following the completion and acceptance thereof against any defective work, labor, or materials furnished. A sample Warranty Bond form is included in an appendix.

    • FINACIAL INTEREST DISCLOSURE FORM

      The proposing Contractor shall complete and submit the Financial Interest Disclosure Form with the proposal to be considered responsive.

    • ADDITIONAL CONSIDERATIONS

      The successful contractor will be required to provide proof of insurance upon contract award.  A description of types of coverage and dollar amounts required are included in Attachment F - Exhibit D - Insurance Requirements for Construction Contracts.

      Please note, the insurance requirements listed are subject to change at the sole discretion of the City.  Please ensure you verify the actual insurance requirements/amounts posted during the private bid process.
