    Description

    Please review the following description of work for Construction Observation Services. Anyone (regardless of company MWBE status) who would like to submit a price quote for the dollowing scope of work should contact our office (using the contact information below) to obtain a more detailed scope of work. General Project Description: The Cattaraugus County Health Department has documented many failing septic systems in the Village of Delevan due to soils conditions and density of development. In order to provide the residents of Delevan reliable wastewater removal, the Village has elected to construct a sanitary sewer system within the Village limits (centered along NYS Rt. 16). The proposed project consists of the construction of a low pressure grinder pump sewage collection system to serve properties within the Village. The project is proposed to install approximately 360 grinder pump stations with HDPE service laterals to the low pressure sewer main, approximately 31,000 linear feet of HDPE low pressure sewer main with diameters ranging from 1.25 inches to 6 inches, an intermediate pump station, air/vac valve stations, valves, cleanout/flushing stations, line markers, tracer wires and locating stations. The proposed collection system will convey wastewater to a centralized intermediate pump station within the Village that will pump the wastewater into the existing Lime Lake Sewer District (LLSD) forcemain through a single interconnection. The wastewater will then be conveyed along NYS Rt. 16 by the LLSD forcemain to the Village of Arcade, NY municipal wastewater treatment plant on Hurdville Road. The Village of Delevan has received funding for the project from Environmental Facilities Corporation (EFC) through the New York State Water Grants Program and New York State Clean Water State Revolving Fund (CWSRF). General Scope of Work: 1) Provide Construction Observation Services: a. A Construction Observer should be onsite at all times during active construction to note the progress of the work and to determine its compliance with the contract documents. The Construction Observer will also take measurements and create sketches as necessary to prepare record drawings of any improvements based on site observations. The Construction Observer will keep a daily log book recording visitors to the site, conflicts arising during construction, conversations with the Contractor, Engineer and/or Owner, quantities installed and other significant activities at the site. b. A Construction Observer will also be required to be available to attend project meetings with the Contractor, Owner and/or Engineer throughout the duration of the construction contract. c. The measurement and record log information shall then be provided to MDA Consulting Engineers, PLLC for creating record drawing information for the Village of Delevan. d. Depending on the number of crews utilized by the Construction Contractor, more than one Construction Observer may be needed at any given time. 2) Provide Certification of Construction Observation: Any Construction Observation shall be performed by an individual operating under the authority and supervision of a Professional Engineer, Licensed within the State of New York. Any Construction Observers must also meet these additional requirements: - A minimum of 1,000 hours of previous experience performing construction observation on construction projects of similar nature - A general knowledge of gravity and low pressure sewer construction materials and methods Please provide any additional relevant certifications that the proposed personnel may hold. 3) Provide GPS Collection for As-built Records: a. GPS data (horizontal, surface elevation, depth below surface) shall be collected using appropriate survey equipment for as-built records. Items to be recorded include but are not limited to the following: i. Mainline Pipe ii. Service Laterals iii. Grinder Pump Stations iv. All Appurtenances (valves, cleanouts, etc.) v. All Electrofusion Fittings b. All GPS locating shall establish horizontal data referenced to the New York State Plane Coordinate System, NAD 83 Western Zone, U.S. Survey Feet, and vertical data referenced to NAVD88. Deliverables will be a .CSV of the point file and .DWG (AutoCAD) file for use by the engineer. c. Weekly progress reports shall be prepared and provided to MDA Consulting Engineers, PLLC. These reports shall update the engineer of data recorded and any issues in the field. An updated .DWG (AutoCAD) file and .CSV of the point file shall be included with each weekly report. d. Prevailing wage rates as defined by the New York State Labor Department will be paid to the field crew while on site providing survey services. Proposal Requirements: 1) Proposals shall provide an hourly rate per Construction Observer for performing Construction Observation Services as described in the General Scope of Work above. It is estimated that approximately 5,000 hours of Construction Observation will be required through the duration of this contract. This number should be used as an order of magnitude value only and is not meant to be binding in any way. 2) The preliminary project schedule outlines construction of this project taking place during the 2028 and 2029 construction seasons (May to November). Depending on the rate of design and approvals, construction could begin as early as early 2028, or extend as late as late 2029. If the rates for Construction Observation would be subject to change over this time period, separate rates must be provided for each year in the proposal. 3) Proposals shall provide an hourly rate and weekly billable charges for performing GPS collection for as-built records as described in the General Scope of Work above. Weekly billable charges should include office time, travel time, and time in the field.
